Chair Paul Durand calls the meeting to order at 6:00PM. Roll call was taken.
Urban Renewal Area Projects Under Review
1. 155 Washington Street (Adriatic Restaurant): Discussion and vote on Small Project
Review for a proposed vestibule.
Vini Kurti was present to discuss the project.
Devine stated that the applicant is proposing a temporary vestibule during the winter
months that will be removed in the spring. The awning will be 4.9-feet wide, 4-feet deep
and 6.9-feet high with 4-foot projection.
Sides asked if the vestibule would block the sidewalk. Vini Kurti replied no. Kennedy
noted that dimensions of the sidewalk were taken and there is more than 6-feet of side
walk free in each direction.
Chair Durand asked how it would be attached. Vini Kurti replied that it would be
screwed to the building and they may add a base piece to the building to attach the
awning. Chair Durand and Dynia noted their concern with attachment clips or holes from
where it gets fastened to the building would be visible when it’s not installed. Kennedy
replied no, the holes will be concealed in the mortar joints. Vini Kurti noted that he’s
received permission from the landlord to install the vestibule.
Kennedy asked for the proposed color. Vini Kurti replied black with yellow top, it will
make the front opening appear larger, and the front window is smaller because of the
handicapped push bar. Kennedy noted that the window in the door will be higher so the
push bar isn’t seen. Chair Durand stated that the windows on either side of the vestibule
door should match the window in the door. Kennedy added that they will get the
windows as low as possible. Sides added that the structure will look better if it’s more
open with the largest windows possible. Chair Durand noted that the window in the door
should be the only small windows; however, the others should all be the same. Kennedy
noted that the chain around the outdoor seating should be black. Vini Kurti replied that it
is only temporary until they build the screen.
Chair Durand opens public comment.
No one in the assembly wished to speak.

Jaquith: Motion to approve as presented with the size of the windows at the sides to
match the door as shown in Rev. A.
Seconded by: Kennedy. Passes 5-0.
Vini Kurti stated that the awning will be in place from December until April and the
company that installs it will also remove it.
Old/New Business
• Appointment of new Design Review Board member
Devine stated that there is no update on a new board member at this time; however, it is
on the City Council agenda for next week. Sides noted that Catherine Miller has been
suggested, and she has a background in landscape architecture.

The minutes of the September 26, 2018 meeting were reviewed.

Sides: Motion to approve as presented.

Other News
Devine stated that Kathryn Newhall-Smith from Newburyport has been appointed the new
Principal Planner and she will start Jan 2nd 2019.
Kennedy stated that Bistro 118 has dry marker board signage is several windows that was not
approved by the DRB. Devine replied that it will be addressed.
