MINUTES OF THE ANNUAL MEETING
OF THE SALEM REDEVELOPMENT AUTHORITY
HELD ON OCTOBER 8, 2003
The annual meeting of the Salem Redevelopment Authority (SRA) Board was held in the third
floor conference room at the City Hall Annex, 120 Washington Street, on Wednesday, October
8, 2003 at 6:00pm.
Chairman Robert Curran called the meeting to order and on roll call, the following members
were present: Conrad Baldini, Michael Connelly, and Robert Curran. Joseph Walsh, Executive
Director of the SRA, Tania Hartford, Economic Development Planner, and Valerie Gingrich,
Clerk were also present.
Order of Business
Mr. Walsh addressed the Board and the members of the audience and explained that the SRA
holds an annual meeting each October at which the Board members elect officers and discuss
any other items of business. Mr. Walsh stated that the election of officers will take place tonight,
however, the other items of business will be introduced tonight and given to the Board members
in draft form for their review prior to the next meeting. The Board will be asked to ratify the
items at the November meeting.
1. Annual Report – Executive Director
The members of the board received a draft of the SRA’s Annual Report to be reviewed, edited
and ratified at the November meeting.
2. Review of Bylaws
The members of the board received a copy of the SRA’s bylaws. Mr. Walsh stated that the
members of the board will receive a copy of the proposed changes to the bylaws prior to the
next meeting.
3. Election of Officers
Mr. Walsh addressed the board and suggested eliminating the office of Assistant Treasurer, due
to the fact that the office existing purely to make sure there was someone to sign documents if
both the Chairman and the Treasurer could not.
• Chairman
Mr. Connelly nominated Mr. Curran to be the Chairman of the SRA. Mr. Baldini seconded the
motion. Motion passed (2-0).
• Vice Chairman
Mr. Baldini nominated Mr. Connelly to be Vice Chairman of the SRA. Mr. Curran seconded the
motion. Motion passed (2-0).

• Treasurer
Mr. Connelly nominated Mr. Baldini to be Treasurer of the SRA. Mr. Curran seconded the
motion. Motion passed (2-0).
Mr. Baldini motioned to adjourn the annual meeting until November. Mr. Connelly seconded
the motion. Motion passed (3-0).
