Dear Trustees,
The issue of the retaining wall between your property and the Salem housing authority has come
up before. Because the wall is only a few feet tall, it is not required to have a building permit.
Also, in my opinion there is no threat to life and limb if it fails. Therefore, the City should not be
involved in this issue. It is a Civil matter between the Trust and the Salem Housing authority. I
would suggest you contact an Attorney who is versed in land use , who will probably tell you the
same thing we did, which is that a survey needs to be done to determine who's land the wall is
on.
