DRB RECOMMENDATION - THE MAGIC PARLOR JAL Salem Redevelopment Authority Design Review Board Sign Recommendation 213 Essex Street The Magic Parlor Projecting Sign Meeting Date: May 22, 2019 Members Present: Paul Durand, Chair, Glenn Kennedy, Catherine Miller, Helen Sides, J. Michael Sullivan Members Absent: David Jaquith Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the projecting sign as designed and conditioned herein. Referenced Plans and Documents 1. The Magic Parlor sign proposal, prepared by Concept Signs, 57 Bridge Street, Salem, MA 01970, received on 5/10/19. 2. Staff Comments dated 5/16/19. Conditions of Approval 1. Consistency with Design/Plans: Should the applicant determine that the approved sign design may not be completed as detailed in the plans referenced herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Sion Installation: The applicant shall install the wedge anchors for the sign bracket in the mortar between the bricks to protect the brick fagade from damage during installation. 3. Paint Finish: The sign shall feature a matte finish. 4. Removal of Signs: The owner shall remove the banners advertising tours from the fagade of the building and shall not erect signage (A-frame, banners, or otherwise)from businesses that are not owned by the owner of The Magic Parlor. Findings 1. The DRB reviewed the sign proposal and found that the proposed projecting sign is consistent with the standards and guidelines in the city's Sign Ordinance and the SRA Sign Manual regarding size, scale, and color choice that provides contrast to allow for readability. 2. The size of the sign is modest, and its text is scaled for pedestrians and does not detract from or obscure the existing architectural features of the building.
