Mr. Becker,
This Department has received numerous complaints regarding you renting the unit for short term rentals. As
you are aware, a building permit was pulled for renovations. This Department did not do any Inspections and
Plumbing and Electrical have only done rough inspections. You do not have an Occupancy permit for the unit.
Therfore you have violated the State Building Code. Additionally,you are in violation of Salem Zoning table of
allowed uses. Guest homes are a Special permit use in any district. You arte directed to Cease and Decist the
Occupancy of this unit. I am fining you daily for both the Building Code violation as well as the Zoning
violation. The fines for each are $50 for the 215`, $150 each for today and $300 each for every day subsequent.
If you feel you are aggrieved by this Building Code order,your appeal is to the B.B.R.S in Boston. If you feel
you are aggrieved by the zoning interpretation,your appeal is to the Salem Zoning Board of Appeals.

Mr. Becker;
The Salem Building Department has been made aware that demolition/construction work is
in progress at 18 Williams Street, Unit 2.
1. There is no Building Permit on-file as required by 780 CMR 105.1.
2. Work without a Building Permit constitutes an "Unlawful Act' as described
in 780 CMR 114.1.
3. You are hereby issued a STOP WORK ORDER for this project as per 2009
IRC R114.1.
4. Failure to comply with this order shall leave you subject to penalties as
prescribed by law (780 CMR 114.4).
You are directed to immediately stop all work at 18 Williams Street, to leave the building in a safe
condition, and to contact the Salem Building Department upon receipt of this notice.
Failure to comply with this directive may result in the issuance of municipal tickets and fines
as well as the filing of criminal complaints in District Court. You have the right to appeal to
the Massachusetts Board of Building Regulations and Standards (BBRS) at One Ashburton Place/
Boston/MA.

I inspected the structure at 18 Williams St. today. The modifications to the second floor
ceiling and roof do not change the structural integrity of the building. The original
framing timbers are in good condition and have all been left in place.
