2005-10-11 SRA Special Meeting MinutesSRA Minutes October 11, 2005 Page 1 of 2 MINUTES OF THE BOARD MEETING OF THE SALEM REDEVELOPMENT AUTHORITY HELD ON OCTOBER 11, 2005 A Special Meeting of the Salem Redevelopment Authority (SRA) Board was held in the third floor conference room at the City Hall Annex, 120 Washington Street, on Tuesday, October 11, 2005 at 7:30am. Chairman Michael Brennan called the meeting to order and on roll call, the following members were present: Michael Brennan, Michael Connelly, Christine Sullivan, and Russell Vickers. Tania Hartford, Economic Development Planner, was also present. NEW BUSINESS 1. Old Salem Jail – Discussion and approval on the tentative finalists for the redevelopment of the Old Salem Jail Complex. Mr. Brennan stated that based on a determination from the Assistant City Solicitor, the board cannot tentatively designate development teams as finalists and therefore the board needs to either make them finalists or not. Ms. Sullivan stated that originally, we allowed The Classic Group and Raymond Properties 30 days to get additional information. She questioned whether we could have two nights of interviews in order to meet that 30-day commitment. Mr. Vickers asked whether Peter Smith would have his analysis to the board before the interviews. Ms. Hartford said she did not know and would check in with Lynn Duncan. Mr. Connelly stated that general opinions might arise from his analysis and it would be helpful to have prior to the interviews. Mr. Vickers concurred that they need the information prior to the interviews. Mr. Connelly asked whether we could do two nights of interviews, with two on one night and two on another. Ms. Hartford stated that they could but that development teams already designated as finalists were counting on coming in on October 19. Ms. Sullivan asked whether Raymond Properties withdrew their proposal. Ms. Hartford stated that she did not believe they had. Ms. Sullivan made a motion to rescind the vote the SRA made on September 28, 2005 regarding the designation of finalists and conditional finalists. Mr. Connelly seconded the motion. Motion passed (4-0). Mr. Vickers made a motion to designate four finalists – New Boston Ventures, Old Salem Jail Partnership, Diamond/Sinacori, LLC and The Classic Group/Boardwalk Enterprises – for the redevelopment of the Old Salem Jail; two of the finalists would be interviewed on October 18 and two on October 19; all four finalists will be evaluated by Peter Smith Associates. Ms. Sullivan seconded the motion. Motion passed (4-0). Mr. Vickers asked that Peter Smith submit his analysis by the interviews on October 18. The order is as follows: October 18, 2005 First – Old Salem Jail Partnership Second – Diamond/Sinacori October 19, 2005 First – The Classic Group/Boardwalk Enterprises Second – New Boston Ventures ADJOURNMENT There being no further business, Mr. Connelly motioned to adjourn the meeting.
