'/ �-.i -.�." . ..- MILLER ST ETINA 10WHITE /7.),oFS��� s SALEM, MA 01970 4�F�jp TO OUR NEIGHBORS: We have tried to arrange a meeting of our neighbors on the evening of July 14 so that we may bring you up-to- date with what we have been doing at the Marina. Unfor- tunately, we have been unable to arrange such meeting be- cause almost everyone was either out of town or had already scheduled other commitments. We hope in the near future to be able to personally discuss these matters with you at a convenient meeting time. In the recent weeks we have taken the following action: 1 . THE CLEANUP: Vigorous efforts and a lot of man hours have been devoted to cleanup action at the Marina. The dump- sters have regularly been emptied twice a week, on Monday' s and Friday' s. We have two teenagers who, during the summer, spend almost all of their time in policing the grounds . We think everyone will agree that the Marina has been kept neat and orderly this summer. 2. PLANTING AND LANDSCAPING: Shrubs and hedges have been plan- ted along the administration building and around the bath house building. These plantings are growing well and will add att- ractiveness to the property. 3. LIGHTING: Additional light has been installed on the top of our main building so that the Marina will be more il- luminated. This lighting was carefully installed so that it would not direct light beams to any of the neighboring houses. The lighting of the Marina is an additional security factor beneficial to the property. 4. PARKING: We have roped off areas of the property for man- agement and control of parking. People coming to the Marina have been very cooperative in abiding by these parking direc- tives . We have been able to accomodate on the Marina property all automobiles belonging to people using Marina facilities . Our biggest days were on the July 4th weekend and even then we had vacant automobile space available for parking. During that weekend at various times we inspected the Turner Street and Derby Street area and we were unable to find any automobiles parked on either streets which could be recognized or identified as being related to anyone using the Marina. We believe the parking is amply provided for. 5. PUBLIC AND HEALTH CONDITIONS: We have six employees at the Marina working full time and two teenagers working part-time , all of whom are under strict directions to pick un any debris and keep the property neat . The area has been baited for rodent control and we have observed no evidence of rats in the area. We have called the Health Department on several occasions with the request that they come to check out the Marina and make any suggestions that they might feel advisable for rodent control or health reasons. Thusfar, the Health Department has not visited the property. 6. FIRE SECURITY: Working with the Fire Department Bureau of the Salem Fire Department , a Siamese Standpipe has been installed so that fire hoses could be speedily connected in the event of a fire. The flexible hoses have now been delivered after having been on order for some time so that we can install them on the v docks and permit a swift coupling '�of� fire hoses in the event of anv fires . No smoking ,signs: have been installed in accordance with the suggestion .of`Captain Goggin of the Fire Prevention Bureau. z^ 7 . RULES AND REGULATIONS: For theegood order and operation of the Marina, Rules and Regulat#ons6 iii printed form have been distributed to each client of the 'Marina, directing them as to , their deportment kee in '; the area: clean' •abatement of noise and v P g � parking only on Marina property Ali ', overnight yachtmen are also supplied with our Rules and"Regulations so they will be informed as to how we expect everyone to conduct themselves on the premises . 8 . FENCING: A 6-foot stockade has, been installed at. the area where temporary shelter has been built 'to allow work on boats during the winter: The temporaryshel.ter., has ,been entirely removed and that particular. area enclosed with the stockade fence. '. Behind the fence the timbers and boatcradles will be stored as much as possible so that they will'?not.be unsightly. - 9. GROUNDS: 50 Tons of crushed stone 'have'.b,een spread on the surface of the open area 'to give a"hard, "clean surface which can be more easily maintained. The teenagers working for us are- also keeping the weeds down and the 'grass '.area mowed. We also want to report to you concerning our plans:`for':additional things to be clone in the remainder of the .season: .,No 'orders will be taken at the snack bar after 10 p.m':: We have tried earnestly, and we think successfully, in..keeping any, noise suppressed which might come from the snack bar operation:' : The immediate . area of the snack bar has been kept cleanNo, odents have been observed. We have kept our eye on Turner Street and we have,not .been able to observe any identifiable cars related to tie Marina usage. We particularly invite -the thoughts and suggestions as to what we might do with the 'two 'buildings on the. Sulak property. T'ne premises are in a two 'family' zone'.' iWe have. thought that the Marina might operate thosd, structure's 'f:or yacht brokerage ,or dis- play rooms for yachting equipment ,`'"life jackets-;, naval stores , fire extinquishers , marine' storage „ o'r,.sailloft . ` Those operations for boat furnishings would:be lowltraffic activities . OUR OBSERVATIONS WERE TIMED TO COINCIDE WITH LOW WATER OF THAT DATE IN ORDER TO VIEW AS MUCH EXPOSED WALL AS POSSIBLE. IN DISCUSSIONS WITH ARTHUR GAGNON, CONTRACTORS BASED ON HIS OBSERVATIONS OF THE STONE WALL DURING EXCAVATION OF THE INSHORE PORTION OF THE WALL, IT APPEARS THAT THE WALL IS A TAPERED, DRY LAYED STONE BLOCK, GRAVITY STRUCTURE REPOSING ON A PLANK "MUD SILL" APPROXIMATELY 4 FEET BELOW MEAN LOW WATER. THE TOE OF THE WALL IS STABILIZED BY SHORT LENGTHS OF PILING APPEARING TO BE rj TO C) FEET ON CENTER. THE AREA UNDER OBSERVATION IS ON THE WEST SIDE OF THE EXISTING PIER AND ABOUT 70 FEET INSHORE OF THE OUTSHORE END OF THE - EXISTING PIER. THE LENGTH OF THE DEFORMED AREA IS ABOUT CTO FEET. THE STONE WALL HAS SETTLED AND BULGED. THE ABSENCE OF LARGE CAP STONES AND THE PRESENCE OF IRREGULAR, SMALL STONE IN THE TOP 4 FEET OF WALL IN THE AREA UNDER QUESTION LEADS TO THE SPECULATION THAT THIS AREA MAY HAVE BEEN RECONSTRUCTED IN THE PAST. THE REASONS FOR DEFORMATION MAY BE ONE OR ALL OF THE FOLLOWING: A POSSIBLE POCKET OF OVER— DREDGING LEADING TO DISPLACEMENT OF THE TOE, LEECHINGOUTOF PIER CORE SOIL THROUGH VOIDS IN THE STONE WALL, EXCESSIVE VIBRATION FROM THE HYDRO—DREDGE AND DREDGE SPOIL HAUL OUT OPERATIONS CAUSING COMPACTION AND FILLING OF INTERNAL SOIL VOIDS, EXCESSIVE SURCHARGE FROM STOCK PILING LEDGE STONE ON THE PIER. IT SHOULD BE NOTED THAT ALTHOUGH THE SECTION OF WALL HAS SUFFERED BOTH VERTICAL AND HORIZONTAL DISPLACEMENT, IT HAS NOT FAILED TO RETAIN THE IMPOUNDED FILL.
