When you assumed management of the wharf, we provided you with copies of repair drawings which we had prepared for the previous wharf manager . The drawings record and address the most dangerous and immediate of the problems . Since that time, we observe that the splitting and movement of important structural members is continuing and has worsened. These conditions primarily occurred, not from overstress, but because some main structural pieces of the building ' s frame were originally built in unstable positions . This is not a situation which can be safely monitored. It could lead to sudden collapse of a large part of the building and result in injury or death .
