Vice Chair Robert Mitnik calls the meeting to order.
Executive Director’s Report
Duncan states they are continuing to work on the RFP for the disposition of 5 Broad Street, but the
housing market is still not great. She adds that the timing is not a problem as it relates to the
Gateway Center.
Small Project Review
1. 15 Front Street (Perry & Perry): Discussion and vote on proposed doors and windows
The Board reviews the submission from Perry & Perry which includes a letter, plans, and photos
dated November 8, 2010. Duncan states the DRB is recommending the proposed doors and
windows with a few revisions. Duncan adds the applicant did revise the proposal to conform to the
DRB recommendations.
Curran: Motion to approve revised proposal conforming to the DRB, seconded by Vickers.
Passes 4-0.
2. 76 Lafayette Street: Discussion and vote on proposed fence
Alex Schnipp is present from RCG seeking approval to install a proposed 42” steel fence around
the property based on the recommendation from the DRB. The Board reviews the submission from
RCG which includes a letter and plans dated November 22, 2010. Duncan passes out the plans
showing where the fence is being proposed.
Vickers asks if there will be a gate at the drive entrance on Dodge Street Court. Schnipp responds
no, it will be open. However, a purpose of the fence is to discourage people from cutting through
the property.
Baldini: Motion to approve as recommended by the DRB, seconded by Vickers. Passes 5-0.

3. 32 Derby Square (Old Town Hall): Discussion and vote on vent plate
The Board reviews the submission which includes photos showing the plans dated November 17,
2010. Duncan states they are proposing a new metal vent plate as required by the building
inspector. Duncan notes the DRB condition that the plate be painted to match the background.
Vickers states he saw a discharge coming out of those vents earlier and understands the need for
the plate.
Vickers: Motion to approve DRB recommendation for the cover plate of the vent at the Old
Town Hall, seconded by Baldini. Passes 4-0.
Sign, Awning, and Lighting Review
1. 93 Washington Street (City Hall): Discussion and vote on proposed signage
The Board reviews the submission which includes photos and plans dated November 17, 2010.
Duncan states that installing a sign on the front of the building for the accessible entrance is the
last part of the elevator project. Duncan notes that instead of saying “accessible”, it will say
“entrance”.
Baldini asks how high the sign will be from the sidewalk.
Duncan responds that it will be governed by ADA requirements.
Members commented on the great design of the elevator addition.
Curran: Motion to approve the proposed sign as recommended by the DRB, seconded by
Vickers. Passes 4-0.

Baldini: Motion to adjourn, seconded by Vickers. Passes 4-0.
