These residences are not single family dwellings. I am particularly concerned that trash at these properties is not properly stored and disposed off. This is a particularly serious problem at 339-341 Lafayette St. and 5-7 West Ave. At 5-7 West Ave, and 24 West Ave. their side yards have not been cleaned in a very long time. Rubbish bags and the hood of a car have been in the side yard at 24 West Ave. for at least two years. I am also concerned with the parking lot in back of the group of stores that begins at West Ave. This lot is in back of these stores and 5-7 West Ave. It is always dirty. The businesses along Lafayette Street need to be made accountable for the trash these stores generate. I firmly believe that there are code violations at these properties and Iam requesting that you as the City's Building Inspector address these concerns. My wife anc�b reside at 26_West Avenue. Living right',next door at 24 Rear West Avenue are th%e ori, 7 more young men,who are currently enrolled at Salem State College. They have peen rti living there for two years. The father of one of the boys owns the Condo they live,g, v and he resides in Burlington, Ma. On numerous occasions last year,when they held their weekly parties, 50 or more;` y a students would show up. The noise was deafening and the sight of 5 or 6 students;-' urinating on our front fence, picking up their empty beer and wine bottles both intact as well as broken all over the street and sidewalk,was all we could take. We have all called the policeon*several occasions. One time, last year, they arrested one of the young men that resides at 24 Rear West Avenue. This year,while we haven't seen anyone urinating on our fence, the yelling of obscenities, along with being awakened after midnight to "Johnny Be Good" seems to be our new problem. In all honesty, during the month of September there were several times that the noise was so loud that we could not hear the telephone ring, or hear the movie that we had rented to watch that evening in our own home. There is a possibility that they may have a police scanner, as not five minutes after we called the police at 11:45 p.m. on Friday October 13, 1989, a car load of their guests left before the police came. At 1:30 p.m. one of the young men opened the Window and yelled out "Are you all back to sleep yet?" In addition to the noise, there has been the destruction of property (a fence) at 22 West Ave,which runs the length of the right of way adjacent to the driveway of 24 Rear West Avenue. The fence has been hit numerous times and pushed off its wall by cars exiting the driveway of 24 Rear West Avenue. This fence is not new but the owners cannot invest money in a new fence knowing it will be hit and damaged again and again. The fence at 26 West Avenue has also been knocked over. The driveway at 24 Rear West Avenue should comfortably hold 2 cars, but during the day(class time)you can count 6 to 8 cars parked. The right ofwaq is only 12 feet wide,which makes any turns difficult enough, but with the added vehicles the fence is being pushed to make room. This count also occurs when parties are going on,and if the yard is full they use the sidewalk which is posted NO PARKING THIS SIDE. Although there are more than two students residing at 24 Rear West Avenue, we can only provide you with the names of a Mr: Jim Fallon and a Mr. GlengFairweather. We as residents and taxpayers of Salem feel that we are entitled to enjoy our homes and that we should not be disturbed at all hours of the day or evening by a group of very inconsiderate young men. For the above mentioned reasons we feel that it is time for the college and the city to take an active part in trying to solve this problem. The safety of our children, the elderly residents on the street, as well as visitors to West Avenue is of great concern to all of us.
