Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made
and seconded, it was unanimously voted to recommend approval of the proposed signage and
fagade improvements for Twilight House at 221 Essex Street as presented and conditioned
herein.
Referenced Plans and Documents
1. Application package prepared by Yuliya Abene, 221 Essex Street, Salem, MA 01970,
which includes renderings of the proposed facade colors, paint chips for the fagade
colors, and renderings of the wall, window, and A-Frame signs.
2. Staff Comments dated 2/21/19.
Conditions of Approval: The DRB recommends incorporating the following conditions of
approval:
1. Consistency with Design/Plans: Should the applicant determine that the design of the
building's signage and fagade, as approved, is no longer feasible and/or desirable,
he/she/they shall return to the DRB to review proposed modifications prior to making any
changes in the field.
2. Essex Street Wall Sign: The proposed wall sign for the Essex Street fagade shall be
installed in the center of the three panels in the recessed entryway.
3. Size of A-Frame Sign: The design of the proposed A-Frame sign is approved; however,
the size of the sign shall be reduced to a maximum of six(6) square feet in area, which
includes the sign panel and the frame or structure supporting the sign. The applicant
shall provide a rendering of the compliant A-Frame sign to the Planning &Community
Development Department prior to obtaining a sign permit for said sign.
4. Prqperty Owner Approval: The applicant shall obtain a signed letter from the new
building owner(property changed ownership post-submittal of the application)to ensure
that he/she/they approves of the proposed modifications to the fagade colors.
Findings
1. The Board finds that the sign package in combination with the fagade paint scheme
creates a cohesive storefront that is more in character with the business. Additionally,
this project will visually improve the fagade as it will address peeling paint and rust.
2. The proposal will improve the appearance of this prominent storefront that functions as a
gateway retail establishment to the Essex Street pedestrian mall.
