SRA Decision.23 Summer Street AL Salem RERedevelopment Authority Decision 23 Summer Street Review of Residential Redevelopment Meeting Date: May 8, 2019 Members Present: Grace Napolitano, Gary Barrett, Dean Rubin Members Absent: Russell Vickers, David Guarino Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and seconded, it was voted to approve the residential redevelopment of 23 Summer Street as designed and conditioned herein. Referenced Plans and Documents 1. Plan Set titled `Proposed Addition & Renovations 23 Summer Street', prepared by Thomas Mayo Associates, 2 Central Street, Ipswich, MA 01938, dated 4/12/19. 2. Salem Historical Commission Comments dated 3/26/19 3. Staff Comments dated 5/1/19. Conditions of Approval 1. Consistency with Approved Design/Plans: Should the applicant determine that the restoration project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. New Door: The applicant shall explore the feasibility of removing the first-floor window at the southwestern corner of the new addition, facing Summer Street, and installing a single door. 3. Future Expansion of Proiect: Should the applicant purchase the land between the subject property and Norman Street for the purposes of expanding the project, whether this is expansion of the building and/or adjustment of the parking configuration, he/she/they shall return to the DRB for additional review of the expanded project. 4. Windows: The applicant shall install six-over-six, simulated divided light, windows on all facades of the proposed addition. Findings 1. Responsiveness to Comments: The applicant has been responsive to comments from the Salem Historical Commission and Historic Salem, Inc. and has revised the proposal to reflect both groups' considerations and is now a project that is more consistent with the standards and guidelines applicable to a historic structure. 2. Relationship of Addition to Main Structure: The proposed addition is subordinate to the main structure in height and in architectural details. Its design as an ell to the main structure alludes to a traditional, detached, carriage house that would be appropriate for this property. 3. Character of the Neighborhood: The addition will add significant volume and massing to the home, which could be considered as out of character with the neighborhood. However, due to the placement of the addition and its design as a two-story building along the rear property line, the view scape from Summer Street will be slightly preserved. 4. Site Landscaping: The applicant is proposing to retain all the existing landscaping and the existing fence adjacent to the parking area. 5. Fagade Materials: The applicant will be using a combination of wood and composite clapboards that match in size and color. The composite clapboards will only be used on the addition and along the portions of the structure that are on the property line for the purposes of building and fire code compliance. The applicant will restore existing and/or install new wooden clapboards along the primary facade on Summer Street and on the existing portion of the home facing Norman Street.
