SRA Decision.Waters&Brown Salem Redevelopment Authority Decision 281 Derby Street Waters and Brown Fagade Improvements Meeting Date: April 10, 2019 Members Present: Grace Napolitano, Gary Barrett, David Guarino, Dean Rubin Members Absent: Russell Vickers Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion duly made and seconded, it was unanimously voted to approve the proposed facade improvements at 281 Derby Street, Waters and Brown, as designed and conditioned herein. Referenced Plans and Documents 1. Plan Set titled `Waters & Brown Exterior Renovations', prepared by Derby Sq+aare Architects, 10 Derby Square, Salem, MA 01970, dated 3/12/19. 2. Massachusetts Inventory Form B, 281 Derby Street, form number SAL.2241, June 2017. 3. Design Review Board Recommendation dated 3/28/19. 4. Staff Comments dated 4/4/19. Conditions of Approval 1. Consistency with A roved Desian/Plans: Should the applicant determine that the restoration project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. Findings 1. The SRA finds that the proposed facade improvements will bring a visual cohesiveness to the building through the painting of all trim work and the cornice black, the black signage, the black steel pergola on the rear facade, and the use of LED lighting to highlight the facade elements. 2. The project is consistent with the pertinent design guidelines and standards in that the primary, Derby Street facade, will remain unchanged and consistent with the flat facades of the neighboring structures. 3. The SRA finds that the modifications on the rear facade will create a more welcoming entry point from the parking lot, which is where many of the business' customers enter, and thereby activating the,rear of the structure. The black, galvanized steel pergola compliments the brick facade of the commercial structure and will complement the new loading dock door and exterior trim work throughout the building. 4. Regarding the rear signage, the SRA finds that since the rear facade functions as an additional main entry to a business, the signage in this location is acceptable. The rear signage is appropriate in size and scale, being approximately half of the total square area of the signage allowed for the main facade.
