FACADE MODIFICATION Salem Redevelopment Authority Decision 285 Derby Street Small Project Review Meeting Date: May 8, 2019 Members Present: Grace Napolitano, Dean Rubin, Gary Barrett Members Absent: Russell Vickers, David Guarino Decision: At a regular meeting of the Salem Redevelopment Authority (SRA), upon a motion duly made and seconded, it was voted to approve the facade improvements at 285 Derby Street as designed and conditioned herein. Referenced Plans and Documents 1. Plan Set titled `285 Derby Street Small Project Design Submission', prepared by Winter Street Architects, Inc., 27 Congress Street, Suite 201, Salem, MA 01970, dated 4/12/19. 2. Staff Comments dated 5/1/19. Condition of Approval 1. Consistency with A Droved Desic,n/Plans: Should the applicant determine that the restoration project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Parkside Optional Opening: The applicant shall return to the DRB for design review prior to implementing a facade change to the area indicated on the referenced plans as `Optional New Opening'. Findings 1. Retention of the Existing Facade: The applicant is retaining much of the existing architectural elements of the facade. The elements that are proposed for modification will result in a more retail-oriented and welcoming entry point. Additionally, since the footprint of the structure is not changing, the relationship between the subject property and the neighboring ones will remain consistent. 2. Removing Barriers to Access: The applicant will be removing the need for access ramps into the space by removing the slab floor and reconstructing it at grade. This also contributes to a more welcoming, pedestrian-friendly atmosphere. 3. Relationship with 289 Derby Street: This property directly abuts the new municipal park at 289 Derby Street. The proposed facade improvements wrap around the corner of the building thereby creating a better relationship between the commercial building and the park. Also, should the building owner and future tenant desire and upon review by the DRB and approval by the Salem Redevelopment Authority, removal of the brick in the next bay will strengthen this relationship and potentially create an opportunity for access from the park to the building and vice versa. Michael Sullivan Members Absent: Christopher Dynia Member Recusal: Paul Durand, Chair Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed fagade improvements for 285 Derby Street as designed and conditioned herein. Referenced Plans and Documents 1. Plan Set titled '285 Derby Street Small Project Design Submission', prepared by Winter Street Architects, Inc., 27 Congress Street, Suite 201, Salem, MA 01970, dated 4/12/19. 2.
