DRB RECOMMENDATION 10-12 LYNDE STREET Salem Redevelopment Authority Design Review Board Recommendation 10-12 Lynde Street Small Project Review— Residential Restoration Meeting Date: April 24, 2019 Members Present: Paul Durand, Chair, David Jaquith, Glenn Kennedy, Catherine Miller, Helen Sides, J. Michael Sullivan Members Absent: Christopher Dynia Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the proposed restoration work at 10-12 Lyncle Street as designed and conditioned herein. Referenced Plans and Documents 1. Plan Set titled '10-12 Lynde Street', prepared by Seger Architects, Inc., 10 ���Imrby Square, Salem, MA 01970, dated 3/29/19. 2. Staff Comments dated 4/17/19. Conditions of Approval: The DRB recommends incorporating the following conditions: 1. Consistency with Approved Design/Plans: Should the applicant determine that the restoration project may not be completed as presented and conditioned herein, he/she/they shall return to the DRB to review proposed modifications prior to making any changes in the field. 2. Rear Entryways: The applicant and restoration team shall discuss the feasibility of constructing a small roof over each of the two rear entryways to the structure. The style of said roof shall mimic that which is found on the front fagade. Should the restoration team determine that the addition of these rooves negatively impact the project's viability to access historic tax credits, the applicant shall not be held to this condition. Findings 1. Consistency with Design Standards and Guidelines: This project is consistent with the design guidelines and standards in that the existing materials are being repaired and/or replaced in-kind, the windows will be wood, the chimneys will be repointed, and there is no significant change to the exterior form and footprint of the structure. 2. Modest Exterior Renovations: The removal of the existing bulkheads on the north elevation and the construction of small landings and stairways to doors are modest renovations to the home. These renovations are needed for access/egress to meet code and due to their location on the rear of the building will have minimal, if any visual impact from a public way. 3. Site Landscaping: The applicant is increasing the landscaping on the site by adding two raised granite curb planters flanking the main entryway and by adding plantings along the rear fagade of the building.
