Michael Sullivan Members Absent: David Jaquith Decision: At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend approval of the Salem Housing Authority's window replacement project at 292 Essex Street as designed and presented. Referenced Plans and Documents 1. Proposal titled 'Zisson Building —Window Replacement', prepared by Environmental Restorations, Inc., 16 Hazel Drive, Hampstead, NH 03841, dated 5/10/19. 2. Staff Comments dated 5/16/19. Findings 1. Consistency with Design Standards and Guidelines: The proposal is consistent with the pertinent design standards and guidelines regarding windows in that the original openings are being preserved with no proposed alterations. Many of the existing windows are not original and will be replaced with new aluminum windows. The fixed- lite transoms will be retained; the flat transoms will be replaced with aluminum and the curved transoms will be retained and repaired in-kind. 2. Visual Improvement of Facade: The windows on the upper two stories are in disrepair. The bay windows that feature Lexan are discolored. This project will greatly improve the visual presentation of this historic structure. 3. Energy Efficiency Improvement: The existing windows are not energy efficient, which impact the functionality of the building and the ability of the Housing Authority to provide safe, efficient housing for its clients. The project will greatly improve energy efficiency, which will positively impact the residents and likely improve systems operations in the building. Manufacturer's Data: For information only,submit manufacturer's specifications, including paint label analysis and application instructions for each material proposed. Do not apply water-base paints when the temperature of surfaces to be painted and the surrounding air temperatures are below 50 degrees F. unless otherwise permitted by the paint manufacturer's printed instructions. B. Do not apply solvent-thinned paints when the temperature of surfaces to be painted and the surrounding air temperatures are below 45 degrees F.,unless otherwise permitted by the paint manufacturer's printed instructions. C. Do not apply paint in snow,rain,fog,or mist or when the relative humidity exceeds 85%,nor to damp or wet surfaces unless otherwise permitted by the paint manufacturer's printed instructions. Painting may be continued during inclement weather only if the areas and surfaces to be painted are enclosed and heated within the temperature limits specified by the paint manufacturer during application and drying periods. D. The project site has been reviewed for lead based paints by Covino Environmental at both exterior and interior surfaces. Test results were positive with a range from<0.05 mg/cm2 to 1.4 mg/cm2. Based on these results,work crews will need both OSHA and RRP certifications and must comply with OSHA Standard 29 CFR 1926.62-Lead. 1.06 ALTERNATES A.Refer to Section 0123 00-Alternates for details of the alternates which may affect the work of this Section. PART 2-PRODUCTS 2.01 QUALITY OF MATERIALS A. Provide the best quality grade of the various types of coatings as regularly manufactured by approved paint materials manufacturer. Materials not displaying the manufacturer's identification as a standard,best-grade product will not be acceptable. B. Provide undercoat paint produced by the same manufacturer as the finish coats. Use only thinners approved by the paint manufacturer, and use only to recommended limits. C. Provide paint of durable and washable quality. Do not use paint materials which will not withstand normal washing as required to remove pencil marks,ink,ordinary soil,etc.,or which will show discoloration,loss of gloss,staining,or other damage when subject to ordinary wear and maintenance procedures. D. Acceptable Manufacturers: 1. Benjamin Moore 2. Pittsburgh Paint 3. California Paint 4. Color selection shall be made by the Architect and summarized in schedules or conveyed through use of color chips. Paint shade names, numbers, or chips may be those of any manufacturer,and shall not be limited to colors in the line of the proposed paint materials manufacturer. Match desired shades in the brand of materials proposed and submit samples as specified above. PART 3-EXECUTION 3.01 INSPECTION A. Examine areas and conditions under which painting work is to be performed. Inspect substrates to receive finishes specified under this Section. B. Do not proceed with application of any finish until conditions which would impair the satisfactory appearance or long-term performance of paint finishes area corrected or formally waived. 3.02 SURFACE PREPARATION A. General: 1. Perform all preparation and cleaning procedures in strict accordance with the paint manufacturer's instructions and as herein specified,for each particular substrate conditions. 2. Remove all hardware,hardware accessories, machined surfaces,plates,lighting fixture,and similar items in place and not to be finish painted, or provide surface- applied protection prior to the surface preparation and painting operations. Following completion of painting of each space or area,reinstall the removed items employing workmen skilled in the trades involved. 3. Clean surfaces to be painted before applying paint or surface treatments. Remove oil and grease with clean cloths and cleaning solvents prior to mechanical cleaning. Provide cleaning solvents of low toxicity and a flash point in excess of 100 degrees F. Program the cleaning and painting so that dust and other contaminants from the cleaning process will not fall in wet,newly painted surfaces. 4. Do not clean surfaces more than one day in advance of priming. S. Metal surfaces with rust must be cleaned with hand tool cleaning to remove loose or flaking rust in accordance with SSPC-SP2. 6. After hand tool cleaning,those areas require solvent cleaning to remove oil,grease, rust, and dust from removing rust in accordance with SSPC SPI. B. Clean wood surfaces of all dirt,oil,or other foreign substances with scrapers,mineral spirits, and sandpaper,as required. Sandpaper smooth those finished surfaces exposed to view,and dust off. 2. Scrape and clean small,dry, seasoned knots and apply a thin coat of white shellac or other approved sealer,before application of the priming coat. 3. After priming,fill holes and imperfections in finish surfaces with putty or plastic wood-filler. Sandpaper smooth when dry. 3.03 APPLICATION A. General: 1. Apply paint by brush,roller or spray in accordance with the manufacturer's directions. Use brushes best suited for the type of material being applied. 2. The number of coats and paint film thickness required is the same regardless of the application method. Do not apply succeeding coats until the previous coat has completely dried. Sand between coat applications with fine sandpaper,or rub surfaces with pumice stone where required to produce an even, smooth surface in accordance with the coating manufacturer's directions. 3. Apply additional coats when undercoats, stains,or other conditions show through the final coat of paint,until the paint film is of uniform finish,color and appearance. 4. Finish exterior doors on tops,bottoms,and side edges the same as the exterior faces, unless otherwise indicated. B. Prime Coats: 1. Before application of finish coats,apply a prime coat to material which is required to be painted or finished,and which has not been prime coated by others. 2. Recoat primed and sealed walls and ceilings where there is evidence of suction spots or unsealed areas in first coat,to assure a finish coat with no burn-through or other defects due to insufficient sealing. 3.04 CLEAN UP A. During the progress of the painting work keep work areas clean of debris,discarded materials,oily rags or papers. B. Keep oily rags and other flammable materials in covered metal containers and remove from job site regularly. C. At the conclusion of painting work,clean all paint spatters and drips from adjacent surfaces. Clean paint from glass, hardware and surfaces accidentally painted. Remove all paint cans, tools,papers and masking materials. The following paint systems comprise the major types required for the exterior and interior applications. For each system, special preparation requirements and number of coats is given. Special preparation requirements are in addition to, and not in lieu of,the general preparation requirements specified above in this Section. B. At the end of this Section an Applications Schedule is included to cross-reference the Paint Systems to the actual surfaces in the Project to be painted. Section 08 52 00-Aluminum Replacement Windows is stipulated as a Filed Sub-Bid under Part D, Item 2 of the Form For General Bid. B. All sub-bids shall be submitted electronically as set forth in the Instructions to Bidders and as required by Section 44F of Chapter 149 of the Massachusetts General Laws, as amended. C. Sub-bids must be filed with the Awarding Authority, before 2 PM, Boston time, on the date stipulated in the Advertisement. D. Specific information relating the sub-bidders is set forth in the Contract Documents, under the heading " Notice to All Bidders, including Sub-Bidders" and the attention of sub-bidders is directed thereto. E. Work to be done under this Section 08 52 00- Aluminum Replacement Windows is shown on the Drawings numbered: A1, A2, A3,A4,A5, A6, A7,A8, A9 and A10. 1.02 PROVISIONS INCLUDED A. The general provisions of the Contract including the General and Supplementary Conditions and applicable portions of Division 1 - General Requirements apply to the work of this Section. 1.03 DESCRIPTION OF WORK A. Provide all aluminum replacement windows complete, in place, as shown, specified here or required for a complete and proper installation. Work includes, but is not necessarily limited to: 1. Demolition of old aluminum windows. 2. Masonry restoration. 1.04 QUALITY ASSURANCE A. Reference Standards: 1. Except as otherwise indicated, the requirements for aluminum windows, and the terminology and standards of performance and fabrication workmanship, are those specified and recommended in ANSI/AAMA 101-85 and the applicable general recommendations published by AAMA, NAAMA and AA. B. Manufacturer: 1. Unless formal approval is granted by the Architect prior to the sub-bid due date which shall be based upon a preselection examination of proposed products, window units shall be by one of the following approved manufacturers: a. Graham GT 2200 , GT 6200, and GT 140011; b. Skyline C. Wausau d. or approved equal. 2. The details shown are based upon standard details of an acceptable manufacturer. Similar details by other manufacturers will be acceptable,provided they comply with the size requirements shown. C. Certification: 1. D. Field Measurement: Take field measurements at all openings and build windows to conform to actual field conditions. E. Performance Standards: The window assemblies shall conform to the following standards: 1. Fixed Windows: Fixed windows shall meet or exceed the following performance standards: a. AAMA Rating AW-PG65 b. Air Infiltration .12 CFM/ft @ 50 mph C. Water Infiltration 12 psf d. Structural: 97.74 psf e. U-Value: .35 2. Operable Windows: Projecting windows shall meet or exceed the following performance standards: a. AAMA Rating AP-HC70 b. Air Infiltration .06 CFM/ft @ 25 mph C. Water: 12 psf d. Structural: 135 psf e. U-Value .35 3. Samples: a. Submit 2 samples of each required aluminum finish on 12 inch lengths of extrusion shapes as required. b. Submit one complete operable window sample which will show the fabrication techniques and workmanship of component parts, the design of hardware and other exposed auxiliary items for window units, before fabrication of the work. 1.05 SUBMITTALS A. Manufacturer's Data: Submit manufacturer's specifications, recommendations and standard details for aluminum window units, including fabrication, finishing, hardware and other components of the work. Include certified test laboratory reports as necessary to show compliance with the requirements. 2. Shop Drawings: Submit shop drawings for the fabrication and installation of aluminum window units and associated components of the work. Include typical unit elevations at 1/2 inch scale, and full size detail sections of every typical composite member. Show anchors, hardware, operators and other components not included in manufacturer's standard data. Include glazing details. Show details of panning system. 1.06 ADDITIONAL MATERIALS A. Provide the following extra materials for the Owner's use in maintaining the windows. Store materials in protective crates where directed by the Architect. B. Schedule of Additional Materials: 1. Sash: Upper and lower units equal to 2% of each size installed (round fractional units up) 2. Hinges: Five sets of hinges for each type of window provided. 3. Hardware: Twenty locks and handles with fasteners. 4. Touchup Paint: One gallon matching specified finish for infill panels and louvers. 1.07 COORDINATION A. As part of the work of this section, the window subcontractor is responsible for coordinating the work of this section with the removal of the existing windows. At no point shall window openings be left open overnight. All new windows shall be installed at locations of removed windows within the same working day. B. The work of this Section will be required to conform to the construction phasing as noted in Article 1.16 of Section 01010—Summary of Work. 08 52 00 -Aluminum Replacement Windows Page 4 Window Replacement-Zisson Building Salem Housing Authority Salem, MA 01970 1.08 STAGING A. It is anticipated that the new windows will be installed from within the building, however; if exterior access is required to install the windows and to complete the exterior perimeter caulking, all lifts, hosting, and/or staging required will be the responsibility of the contractor. B. No permanent or fixed staging will be allowed in the two alleyways. These alleyways are public and free access must be maintained at all times. PART 2 -PRODUCTS 2.01 BASIC MATERIALS AND COMPONENTS A. Aluminum Extrusions: Alloy and temper recommended by manufacturer for strength, corrosion resistance and application of required finish, but not less than 22,000 psi ultimate tensile strength and not less than 0.062" thickness at any location for main frame and panel members. B. Fasteners and Accessories: Aluminum, stainless steel or other metallic or nonmetallic materials guaranteed by the manufacturer to be non-corrosive and compatible with the aluminum members,hardware, anchors, and other components of the units. Provide angles, shims, anchors, stops, fins and other accessories required for complete installation. C. Hardware: Cast, wrought, or drop forged aluminum, non-magnetic stainless steel, or white bronze where exposed. Provide hardware items necessary to properly operate, tightly close and securely lock windows. Do not use aluminum in frictional contact with metal. D. Sealant: Unless otherwise indicated, for sealants required within the fabricated units, provide type guaranteed by unit manufacturer for the joint size and movement to remain permanently elastic, non-shrinking and non-migrating. E. Glass: Provide manufacturer's standard 1 inch units of 2 sheets of 1/a" clear plate glass (ASTM C-1360, Type I, Class 1, Quality q3); permanently and hermetically sealed together at edges with spacers and sealant to provide a dehydrated air space with -60 degree F. dew point. Provide dual seal construction with soft coat low E type glazing. F. Glazing Beads or Stops: Manufacturer's standard glazing beads or stops to suit required glass thickness. Provide continuous vinyl channel type, of color to match aluminum, or extruded aluminum glazing stops with integral vinyl glass seal or vinyl channel type 08 52 00-Aluminum Replacement Windows Page 5 Window Replacement-Zisson Building Salem Housing Authority Salem,MA 01970 glazing bead inserts. Precut beads or stops to full-length pieces as required, for neat fit and tight weatherseal. G. Safety Glazing: As required by the Massachusetts State Building Code, 8d'Edition. 2.02 ALUMINUM OPERABLE WINDOWS A. General: Provide thermal aluminum operable windows meeting heavy commercial grade AAMA Rating AW-PG65. B. Frame: Provide frame of.125"nominal material wall thickness of 6063-T5 or T6 alloy with a depth of between 4". Corners are of screw spline construction and back sealed with small joint seam sealer. Frames are to include extruded sills and stools as detailed. C. Vent Frame: Provide frame with .125" nominal material wall thickness of 6063-T5 or T6 alloy with a depth of 2". Comers are mitered, angle reinforced, crimped, and cold epoxy welded, and back sealed. D. Hardware: Provide the following: 1. Hardware having component parts which are exposed shall be of aluminum, stainless steel or other non-corrosive materials compatible with aluminum. Cadmium or zinc plated steel where used must be in accordance with ASTM Specifications B 766 or B 633. 2. All primary locking devices shall be cast in white bronze cam action locks. Two such locking devices shall be required when vent height exceeds thirty inches. Cam lock handles on projected units shall be "handed"to facilitate operation. The left lock to sweep left, the right lock to sweep right. 3. Projected ventilators shall be balanced on two heavy duty stainless steel hinge assemblies. Hinge shall have the ability to open the window to 90 degrees for easy cleaning. Nylon slides with a suitable set screw shall be provided for precision adjustment. E. Weatherstripping: Provide dual weather stripped Neoprene leaf or bulb gasket types. Weatherstripping shall allow for internal weep system to drain. F. Glazing: All units (except insulated panels as required for insulation) shall be pre-glazed with an exterior continuous uniform silicone bread with an interior snap on aluminum 08 52 00-Aluminum Replacement Windows Page 6 Window Replacement-Zisson Building Salem Housing Authority Salem, MA 01970 bead containing a rigid back bulb gasket installed at the factory with the specified glazing material as follows (use of tapes, vinyls, or any other type of sealant is not allowed): 1. Typical insulated glass shall be constructed to an overall thickness of 1"with two liter of 1/8, 3/16, or 1/4". Typical 1"insulated glass units shall be dual seal. The primary sealant shall be polyisobutylene applied to the edge of the spacer. The secondary sealant shall be silicone. The air spacer shall be continuous metal spacer with formed corners and an in-line connector, containing desiccant. G. Screens: Provide screens on operating vents as indicated on the architectural plans. Screen frames are to be extruded aluminum sections with corners mitered and mechanically attached. Screening fabric shall be 18 x 16 aluminum mesh retained in screen frames with vinyl splines that permit easy replacement. Screen frames shall be secured by aluminum clips fastened with stainless steel screws into window frames. Frames shall be finished to match windows or specify finish. H. Mullions: Provide both vertical and horizontal 3-piece structural mullions, integrated into the master window frame capable of withstanding horizontal loads without deflecting more than 1/1751h of it's span. I. Vent Stops:: At hopper and awning locations on the first floor,provide vent units with an integral stop from preventing outer corner of vent from protruding beyond the edge of the masonry wall. In general, this distance equals 4—6 inch projection from the frame. J. Sub-sill: At all window frames,provide an extruded aluminum sub-sill at the base of the window frame above the existing concrete or brick sill. 2.03 ALUMINUM FIXED FRAMES A. Provide aluminum framed fixed glazing by the same manufacturer as the operable aluminum windows and complying with the relevant portions of the fabrication specifications above. B. Provide mullions, sub-bucks sub-sills and accessory items to mount and join frames. C. Muttins: Provide concealed type aluminum grids within the insulated glazing of hollow aluminum in finish to match window system. 2.04 FINISHES A. Windows: Provide a clear 2 coat Fluorpolymer 70% kynar finish meeting or exceeding AAMA 2605 finish. 08 52 00-Aluminum Replacement Windows Page 7 Window Replacement-Zisson Building Salem Housing Authority Salem, MA 01970 2.05 SEALANTS A. Movement Joints: Provide sealants at interior and exterior joints between new aluminum replacement windows and adjacent materials including masonry and concrete. 1. At all perimeter window joints,provide a low-modulus one-part or two-part polyurethane polymer- based sealant complying to Fed. Spec. TT-S-0O227E Class A, Type II and equal to: a. Tremco "Dymeric"; b. Pecora "Dynatrol 11"; C. Sonneborn "Sonolastic NPII"; d. or approved equal. 2.06 MISCELLANEOUS MATERIALS A. Joint Cleaner: Provide cleaner recommended by the manufacturer of the sealant for the specific joint surface and condition. B. Joint Primer and Sealer: Provide compounds recommended by the manufacturer of the sealant for the specific joint surface and condition. C. Bond Breaker Tyne: Pressure sensitive polyethylene tape. 2.07 JOINT BACKER ROD A. Provide resilient closed cell polyethylene foam joint backer rod manufactured specifically for cold-applied joint sealants. B. Provide rod sized 1/8" to 1/4" larger in diameter than joint for which it is intended to ensure its being under compression. 2.08 MEMBRANE AT WINDOW SILLS A. Provide a high strength rubberized asphalt sheet membrane waterproofing equal to: 1. W.R. Pecora "Duramem 700-SM"; 4. or approved equal. B. Follow manufacturer's printed recommendations for materials required, application of membranes and terminating membranes. Provide all materials for a complete installation. Turn flashing up 4 inches at jambs behind window frame. PART 3 -EXECUTION 3.01 INSPECTION A. Examine the substrate and conditions under which the aluminum window units are to be installed and notify the Architect in writing of conditions detrimental to the proper and timely completion of the work. Do not proceed with the work until unsatisfactory conditions have been corrected or formally waived. 3.02 INSTALLATION OF WINDOWS A. Comply with manufacturer's specifications and recommendations for the installation of window units, hardware, operators, and other components of the work. B. Set units plumb, level and true to line, without warp or rack of frames. Anchor securely in place. Separate aluminum and other corrodible metal surfaces from sources of corrosion or electrolytic action at points of contact with other materials. C. Set sill members and other frame members in a bed of compound or with joint fillers or gaskets, to provide weathertight construction. 3.03 ADJUST AND CLEAN A. Adjust operating panels and hardware to provide a tight fit at contact points and at weather stripping for smooth operation and weathertight closure. B. Clean aluminum surfaces promptly after installation of window units. Remove excess glazing and sealant compounds, dirt and other substances. Lubricate hardware and other moving parts. Advise Contractor of protective treatment and other precautions required through the remainder of the construction period, to ensure that windows will be without damage or deterioration other than normal weathering at the time of acceptance. 3.04 ACCEPTANCE OF GLASS AND REPLACEMENT A. At conclusion of the work of this Section,present all glass for inspection by the Architect. Architect will inspect glass for conformity with the Contract Documents and recommend to the Owner acceptance of the glazing. After glass has been accepted by the Owner, responsibility for protection of glass and replacement of broken glass shall pass to the General Contractor. Prior to presenting glass for acceptance,remove labels and clean glazing of gross soil, harmful substances and excess sealants. 3.05 FINAL ADJUSTMENT AND OVERALL ACCEPTANCE A. At the conclusion of all construction work, but prior to final inspection of the project for acceptance,return to the site and make all necessary final adjustments, clean tracks, oil moving parts and leave all windows in perfect operating order. 3.06 PREPARATION OF SURFACES FOR SEALANTS AND CAULKING A. Examine all joints to receive sealants or caulking compounds prior to application. Do not commence work in any area where conditions exist which would adversely affect the achievement of weather tight seals until corrective work has been completed or waived. Starting of work in any area shall constitute acceptance of conditions in the area by this Subcontractor, who shall from that time be responsible for the satisfactory results of his work. B. Clean joints and spaces to be sealed and caulked so they are dry and free of dust, loose mortar, and other foreign matter. Wire brush joints in concrete and masonry and air-blow or vacuum clean. C. Clean all surfaces which have been given protective coatings and all those which contain oil or grease with xylol or MEK solvent, with due precautions taken to minimize hazards. D. Prime all surfaces where and as recommended by sealant or caulking compound manufacturers. E. All exterior joints shall be backed with joint backing material to eliminate back bond. Where width of exterior joint is 1/2 in. or less,prepare joint to depth of sealant bead is 08 52 00 -Aluminum Replacement Windows Page 10 Window Replacement-Zisson Building Salem Housing Authority Salem, MA 01970 approximately equal to its width. Where width of exterior joint exceeds 1/2 in.,prepare joint so depth of sealant bead is approximately equal to 1/2 its width or 1/2 in., whichever is greater. Use appropriate joint backing and joint filler material as specified hereinabove. F. Backing of interior caulked joints will not be required except where depth of joint exceeds 3/4 in., in which cases it shall be backed to that depth by use of compressible foam, as above, or non-staining oakum. G. Provide masking tapes or other precautions to prevent migration or spillage of materials onto adjoining surfaces. 3.07 APPLICATION OF SEALANTS AND CAULKING A. Application of caulking compounds and sealants shall be in strict accordance with the manufacturer's printed instructions. B. Apply sealants and caulking compounds before final coat of paint is applied to adjacent surfaces. C. Compound shall generally be applied by means of a hand gun, unless otherwise specified, without smearing of adjacent surfaces, and with sufficient pressure and with proper nozzle size to solidly fill all voids and joints. Where required by manufacturer's instructions, sealant shall be heated to recommended temperature before application. D. Immediately after application, tool all beads to ensure firm, full contact with the inner surfaces of the joint. Strike off excess material with tooling stock or knife Finish all exposed joints to smooth, even, wrinkle-free, slightly concave surface. E. Pour self-leveling compounds in horizontal joints to a level approximately 1/16 inch below adjacent surfaces. 3.08 CLEAN UP AFTER CAULKING AND SEALING A. Remove smears from adjacent surfaces immediately as the work progresses. Exercise particular care to prevent smearing or staining of surrounding surfaces which will be exposed in the finished work. Repair any damage done to the work of other trades. B. At the completion of the work of this Section, remove all packaging and debris from job site.
