Development Project Review— Redevelopment of Residential Structure

Decision: At a regular meeting of the Salem Redevelopment Authority(SRA), upon a motion
duly made and seconded, it was voted to approve the redevelopment of the existing residential
structure at 65 Federal Street as designed and conditioned herein.

Thomas Mayo Associates, 2 Central Street, Ipswich, MA 01938, dated 5/10/19.

Condition of Approval
1. Consistency with Approved Design/Plans: Should the applicant determine that the
restoration project may not be completed as presented and conditioned herein,
he/she/they shall return to the DRB to review proposed modifications prior to making any
changes in the field.
2. Dormer Facade Treatment and Color: The new shed dormers shall have laced corners
and shall be painted a dark gray to match the roof color. This condition shall not apply to
the existing gable dormers that are being retained.
3. Additional Landscaping: The applicant shall construct a planter box in the front of the
structure between the home and the public way.
4. Additional Pervious Paving: The applicant shall replace the existing concrete in the
parking area along the eastern property line with pervious paving to match that which is
on the west side of the property.
Findings
1. Responsiveness to Comments: The applicant has been responsive to comments from
the Salem Historical Commission, Historic Salem, Inc., and the DRB. The applicant has
revised the proposal to reflect these comments and is now a project that is more
consistent with the standards and guidelines applicable to historic structures.
2. Relationship of Addition to Main Structure: The applicant is retaining much of the original
structure and has constructed the addition so that it retains the existing five-bay
presentation of its main facade (perpendicular to Federal Street). The addition presents
a scale and massing that are more subordinate to this historic house and therefore,
more in keeping with design guidelines.
3. Character of the Neighborhood and Retention of Historic Features: Since the addition
respects the form of the historic home, the project does not detract or negatively impact
the character of the neighborhood. The applicant, through the retention of architectural
features such a historic wood windows, cornice brackets, and the building's bracketed
entry hood.
4. Facade Materials: The applicant will be using a combination of wood and composite
clapboards that will match in size and color the facade treatment on the historical portion
of the home. The composite clapboards will only be used on the addition and long the
portions of the structure that are on the property line for the purposes of building and fire
code compliance. The applicant will restore existing and/or install new wooden
clapboards along the primary facade.
