Dear Sirs/Madams:
As the elected Trustees of the three condominium trusts at the Village at Vinnin
Square we are writing to express our concerns with the proposed development of 178
additional condominium units by Vinnin Associates Realty Trust. The Trustees who
have signed this letter represent the existing 338 residential units at The Village which
will be most directly impacted by any additional construction at the site. We hope you
will hear our concerns (as listed below) and investigate them fully before any
approvals are given by your board.
The concerns of the residents of The Village at Vinnin Square fall into three
main categories:
A. Adequacy of Utilities
1 . The existing water mains may not be sufficient to provide acceptable
water pressure both for potable water and fire protection if there is new construction.
Currently Weatherly Drive Condominium residents xeport low water pressure. We
understand the nursing'home was never included in any analysis of water and sewer
usage in relation to The Village. Available water pressure at the hydrants for the Fire
Department is also a concern.
2. The existing sewer lines and their configuration may not be
sufficient to handle new construction. Major sewer line backups have affected all parts
of The Village several times in recent years, most recently in October, 1996.
3. The adequacy of surface drainage methods (including the location
of outfalls) is a concern since much open land will be paved/covered under the
proposed development.
B. Vehicular Traffic Concerns
1. Currently there are problems in leaving or entering Carol 'flay to or
from Loring Avenue. New construction will, we feel, exacerbate this problem
particularly with the two proposed buildings along Carol Way, as well as the additional
congestion that will be created with vehicles from the other two planned buildings
entering and leaving Weatherly Drive, Carol Way and Loring Avenue.
2. The Swampscott Mail expansion has significantly increased traffic
load in the area. This was not considered in the original developer traffic study.
-- C. Other Concerns
1. Adverse environmental effects (i.e. smoke, dust, odors, noise)
generated by construction.
2. Construction activities with regard to time, duration and clean-up
procedures for the existing residential areas.
3. Blasting procedures as far as timing and safety.
4. Adequacy of the existing recreational facilities (pool, clubhouse, tennis
courts) as licensed by the City of Salem, if 178 additional residential units are built.
We hope you will consider all of our concerns as the representatives of 338
home owning taxpayers in the City of Salem when you are discussing the approval of
this proposed development. It is fully understood that the developers of The Village at
Vinnin Square have the right to construct on their land, but we hope that they will not
do so at the expense and the detriment of those already living there.
Representatives of the below Trustees will be happy to meet with the Planning
Board at any time to discuss these concerns. Please let us know how we should
proceed to establish a time to meet with the Planning Board.
