I was informed that these levels were at the time of my arrival dissipated. Upon arriving at the residence and a subsequent site walk through the basement level, first floor unit, second floor unit, third floor and common spaces it was determined that the work being performed on the heating system did not require a permit. This was further confirmed with a telephone conversation I had with Dennis Ross, the City of Salem Plumbing Inspector. The plumber at the site had commented that the building had been broken into recently and tools had been stolen and possibly the intruders spent the night previous. Above mentioned site walk reveled no sign of squatters or individuals staying at present time. Building windows and doors had been secured prior to my arrival, and was secure also upon leaving site. The occupants and/or the board of health may petition the District or Superior Coun to allow rent to be paid into court rather than to the owner.The court may then appoint a"receiver"who may spend as much of the rent money as is neededvto correct the violation.
