OCTOBER 19, 1976 PETITION OF BARTON SQUARE REALTY TRUST TO CONVERT THE THIRD AND FOURTH FLOORS OF THE BUILDING LOCATED AT 136-146 WASHINGTON STREET_ AND 1 BARTON _,__SQUARE INTO 12 RESIDENTIAL UNITS, (B-3.DISTRICT) Hearing on this petition was held on October 19, 1976 with Chairman John M. Gray, Sr. , and members Jane T. Lundregan, William Abbott, Arthur LaBrecque, and Donald Eames present. Notices were duly mailed to abutters and others in accordance with Massachusetts General Laws, Chapter 808. Attorney George Vallis represented the petitioner before the Board. The petitioner wishes to convert the third and fourth floors of the present four story building into twelve dwelling units containing six l bedroom and six 2 bedroom apartments, and to install an elevator to servile the 3rd and 4th floors, and also to tear down the present 3 storied dwelling structure / located at 1 Barton Square to provide for off-street parking for approximately 18 cars. The petitioner is appearing before the Board because a multi-family dwelling is not included as a permitted use in the B-3 District, and there- fore needs a variance in order to proceed with the above plans. The petitioner stated it was impractical and virtuously impossible to rent the upper two stories of the built facility for office use for which it is presently zoned. He also pointed out that the building is located across the street from the B-5 District in which multi-family dwelling units are a permitted use. The Board voted unanimously to grant the petition requested. The Board found that the inability of the petitioner to rent the upper floors for office purposes caused a hardship on the petitioner. The Board also found that the petition could be granted because it would be in harmony with the surround- ing neighborhood, and would in fact be an asset to the surrounding neighborhood. GRANTED. Scagliotti FEB 2 J 1982 Subject: Power Building Structural i'valuation of Fire Damage Gentlemen: On February 22 , 1982 I reviewed the structural integrity of the above building in light of the substantial fire damage sustained over the weekend. The building was constructed in two stages , left side (as viewed from the street) and right side. Damage is described as follows : Roof; Left side roof deck totally destroyed or badly damaged. Beams badly charred. Right side roof deck charred beyond repair. Reams questionable . 4th. Floor; Left side floor deck badly- charred.Replacement seems likely. Beams charred 2". Review of bea4 dequacy is required. Righide deck somewhat charred. Reinforcement or replacement of some portion is likely. Beams somewhat charred, structural review required 3rd. Floor; Damage to deck appears to be limited to ceiling coverings below and wood flooring with the exception of several areas of what appears to be old floor openings which were framed over. In those areas dec': must be replaced. Columns ; All columns 3rd to 4th and 4th to roof are badly charred and must be replaced. Masonry; 4ith the exception of some spalling which occured ; during the firefighting operation ( water on hot bricks ) and a small section of parapet removed, I believe, by firemen to gain access to the fire , all masonry appears undamaged by the fire. Smoke damage will require cleaning and some patching and pointing will be required around Iiindow-1. I Recommendations ; 1 . The remaining roof structure must be si-:cred to prevent i collapse under snow loading. Such a collapse, were it to occur, could damage the masonry walls . 2. The 4th and 3rd floor systems must be repaired or I replaced as required. ';Jork must be sequenced so as to provide masonry wall support. 3. Masonry wall integrity appears to be acceptable . All mortar joints must be checked to verify their condition and repointed as necessary. Conclusions ; .then properly shored the roof should be in no danger of collapse. As the masonry walls are basically as sound as before the lire I see no reason to consider a total or partial demolition of the building.
