Dear Reverend Pegg:
The Mayor has asked me to respond to your letter to him of Jan.26,1984.
Both One and Three Broad St. , are presently shut down with no available heat
or water. There would be formidable costs involved relating to putting either
of them back on line. The East Branch Library is not under the jurisdiction
of the Public Property Department, and its use would have to be determined
by the Trustees of the Salem Public Library(Glenn Yale Secretary, 153 Federal St.
telephone # 744-2433)
Have you considered using available space in some of the Churches located
in the immediate downtown area, Grace Church, St.Peter' s, St. John's, St. James,.
Universalist (1) on Bridge Street (1) on Essex St. , the Baptist Church on
Federal St. and the Immaculate Conception on Hawthorne Blvd. Your own Church
on Washington St, perhaps.
There is no other City Building that I know of, located in the downtown
area that would serve your needs.

On behalf of Father Early, myself, and our colleagues in the
Salem Clergy Association, I am writing to thank you for the time
you spent with us yesterday afternoon. As we explained, our
needs for the Salem Self—Help Center are great, and it' is
imperative that we find a suitable location near the downtown
area immediately. We appreciate your offer to check with Mr.
MacIntosh concerning the possibility of utilizing 1 — 3 Broad
Street for a limited time period, sharing space in 50 Essex St.
(the East branch of the Library), or any other ideas you might
have.
Since time is of the essence, we look forward to hearing from
you with some indication by the beginning of next week. Please
feel free to call/write either Father Early at Catholic
Charities, or myself. We are most grateful for whatever help you
can give us as we work together to benefit those in need in our
community,
