Mowers : _ Thant: you for correcting the hazard on the outside front door of the above-described premises, in wiich you had present a State Inspector. The improved condition did not last long, and has ceased to exist; in that , the same hazardous condition has re-appeared again. iffhen one opens the front door from the stairs on the sidewalk, it will iiiiiediately close , giving a person absolutely::no time to keep it open, unless he or she jams , their wrist or hand. The only way one is given any leverage is if one opens the door and pusieslit all- the way to the hack (which is impossible ) if one has a bundle , or if t e� person does not possess super strength, slie could be thrown backward oiq the stairs. I should be only harpy to demonstrate this condition to you personally, if you would telephone ite , so that you could see how dangerous it is . This is not only my opinion, but that of many other people. Certainly all of us could not imagine such a condition. The occupants of this home are afraid to say anything. About three or four days after the con- dition was corrected, the same defects occurred again. Apparently someone re- stored the weight to its original state, which makes rt very dangerous to a per- son's safety. I dislike having to contact you regard- ing this , as it is not very desirable to be a tenant living under these circum- stances. I do not wish to move , as the location is::central and convenient for me. To move just because of a condition that can be rectified so easily seems almost ridiculous. It is not only my opinion, but that of my many friends who have experienced this weight on the door. I would appreciate it. very much if you would contact Mrs. Welch, and request : her to contact whoever is tampering with this to leave it alone . Thank you. E.M. Mrs, Vio a v owner Dear Mr. Powers : On the above date I disposed of my rubbish at 5 :00 A. M. , onto the rear sidewalk of my premises. The reason for the early hour was that the weathermen forcasted snow, and I granted it out of the way, in the event I could not get out on the walk. When I proceeded to go down the back stair- way at 5 :00 A. M. , which was dark , there was no lighting. It is operated by a timer. I almost lost my balance even with the aid of a powerful flashlight. It is my under- standing that lights are to be left on in hallways and stairs until daybreak, but it is not so in this apartment. I have obser- ved this several times but have said nothing. Mr. James E. McGroarty of $2 Washington Sq. , E. , Salem, the tenant who resides on the floor over me has also observed this non- lighting during the dark hours on several occasions. Incidentally on Dec. 21, 199¢ i received a legal eviction notice , with no reason stated, to vacate my apartment as of Feb. 1, 1977. On the day prior, Dec. 20 I notified Mrs. Welch in a polite manner that I would appre- ciate it if she would place some sand on the icy front stairway so that I could make an exit. About two hours later approxima- tely, sand was placed on the marble stairs. It was a very cruel thing to evict some- one at Christmastime , for no justifable reason. I am just trying to protect my health, by not falling or being crushed in the door, and that of my many friends. Kindly speak to her about the lighting condition, because as long as I reside here, I do not care to be injured, in the event I should happen to use the stairways at different times. I dislike immensely complaining, and believe me , there are many things which require attention in this apartment , but all I care about is my safety. I went to the above named premise as you directed on your letter to me dated November 10 1976. I contacted V-r. Powers Building Commissioner of Salem. Fie told me that his department was notified of the situation on October 21s 1976 and that they were in the process of having the matter corrected. Be then asked me if I would go to view the door in question and I did together with "'r. Munroe one of his building inspoctors. When we got there we both tried the door and found that the door closer was not holding before it slammed shut. While we were in the process of trying the door F;rs. Viola came and after discussing the matter we told her that an adjustment shotW be made on the closer. She contacted a male tenant and he got some tools and did make an adjustment on the closer so that the door did not slam shut. We then went back to Vx. Power% office and tried unsuccessfully to asaeh Miss Lucey. I will further try to get to Mise Lucey to tell her what we did on this matter and will further notify you. There are many other deficiencies in my apartment , which I did not complain about because they are minor, and I can learn to live with them. No place is perfect. But, I feel I should inform the officials of the danger of the said doors due to the fact that tragedy could occur , and also tle anguish human beings have to endure. I am sure the above information proves that the situation is not my imagination , but are true facts. The said owner promised Mr. Fair and Inspector Dansreau that she would have the said condition repaired, but has not done so, and I feel as though she will never have it rectified, because she has told me so, and has requested me to move (in writing) if I did not like these doors. I do not wish to move because I like my apartment, and furthermore , moving is very expensive and consists of many hardships , which are uncalled for when this said condition could be corrected so easily. The owner will not correct this condition unless pressure is placed on her by your department, because in my opinion she seems to be that kind of person. I have nothing against this woman 's reputation or character, but would like this terrible situation taken care of. I would appreciate it so very much, Mr. Powers , if you would contact me by telephone at your convenience , and we could arrange to meet at the said doors , and I could explain to you how they operate. I caught the handle ,just in time , vktich consisted of about one- half a second ; thereby avoiding a serious injury to her hand. The majority .of the occupants in this said apartment are youn.g strong men, in the t•,renty and thirty age bracket, who possess . a very firm grasp, and this con- dition does , not anparently bother them. When a Froman is over twenty-five or thirty, sometimes they ,cannot handle situations such as this, and it creates a hazard.
