Dear Ms. Kingery,
On December 5, 1988 this department made an on site inspection of the above
referenced property. At that inspection I talked to Mr. Skomurski's workers and
asked them to have him contact me. Inside the building I spoke to one of the tenants
that has been living there for over thirty years. She informed me that the dwelling
has been six units from the time she moved in to the present .
Later that week I spoke to Mr. Skomurski, he informed me that the building was
for sale, he also assured me that all his plumbing supplies in the house, garage
and around the the property would be removed as soon as possible. Mr Skomurski
said he would stop parking his business trucks at the property with the exception
of the one he uses for transportation to and from work.
The first of the year, 1989 I again spoke to Mr. Skomurski, he assured me that
he had rented a new place at a different location and all supplies and plumbing
material would be relocated.
I am sorry that I did not respond to your complaint sooner, I thought the
problem had been resolved. If you have any more questions or complaints, please
feel free to contact me at this office.

Of even greater concern is his adding another apartment in his basement, in blatant
violation of the zoning code. This would bring the total amount of apartments to six, and
we would even request that you check the validity of the former number.

This office represents Joseph A. Skomurski, the property owner of
78 Washington Square East, in the matter of your recent letter of
January 3, 1995 . It has been alleged by others, through the
vehicle of an anonymous letter, that zoning violations exist at
the above mentioned property.
As we discussed in our telephone conversation, January 18, 1995,
the property is being utilized in the manner consistent with
zoning and there is no violation at the premises .
Mr. Skomurski has never operated his business, nor has he ever
allowed any other business to be operated, from the garage at
78 Washington Square East.
