Dear Mr. Tremblay:
I visited you last month to discuss my desire to add a small kitchen area to an existing room and a
bath/shower combination unit to an existing lavatory in my house at 24 Warren Street. The property at 24
Warren was originally built around 1880 as the carriage house to the house at 41 Chestnut Street. The
two houses are on one lot,which runs from Chestnut Street through to Warren. Currently, I reside with
my family at 41 Chestnut,and a tenant resides in the 2nd floor apartment at 24 Warren. The first floor of
24 Warren consists of a 2 car garage with a storeroom behind it,and the area we seek to improve. This
area is essentially a studio apartment unit consisting of a large open room and an adjacent bathroom with
a toilet, sink,and washer/dryer,but no tub or shower. The unit has a front door on Warren Street and a
back door opening onto a patio and garden. There are four windows in the front facing Warren Street,
two on the side, and one in the bathroom facing the backyard. The interior walls are painted matchstick
paneling,and the floor has wall to wall carpeting.
I would like to add a galley kitchen area and a bathtub/shower unit to this studio so that it would be
available for occasional use by my parents when they are in the area. They have recently retired and
intend to sell their house in Saugus and move full time to what had been their summer house in
Nantucket. Since they will no longer have a house on the mainland,they would like to have access to a
place to stay when they come to Salem to visit their grandchildren.
In our meeting you advised me that in your view it was unclear whether these improvements would be in
compliance with zoning regulations. The neighborhood is zoned R-2,which should ordinarily allow for
two units at 24 Warren and 2 units at 41 Chestnut.,but the two houses are on one 13,000 s.f. lot, so you
thought we may be limited to two units total. You further indicated that the property would have been
grandfathered for use as more than two units total if more than two units existed at the time zoning
ordinances were implemented in 1964. I have researched this issue at the Salem Public Library. The
1964 Salem Directory identified a total of three units in use at the property. As you can see from the
attached copies,Ellen Laight,the owner of the property at the time,lived in the first two floors of 41
Chestnut, Donald Griffin lived in the apartment on the third floor of that house,and Richard Thomas
lived at 24 Warren. Based on this information,it appears the property is grandfathered for a total of three
units, indicating that my plans for the use of the unit at 24 Warren should be acceptable to the City of
Salem.
I would very much appreciate a prompt response from you indicating your concurrence with this position
so that we may proceed with obtaining the permits and hiring the contractors necessary to complete this
