Dear Owners,
This Department is again receiving complaints and concerns regarding the retaining wall to the rear of
your property. This wall has been the subject of many previous correspondences with you. To date,
you are still ignoring the serious nature of this matter.
Once again, I am declaring this wall "an unsafe structure" per Mass State Building Code 780 C.M.R
section 116.1 through 116.8 inclusive.
The wall in question poses a threat to life and limb and constitutes a threat to the structural integrity of
the building at 18 Peabody Street. Failure to begin repairs (which can be the hiring of a competent
Engineer to design the replacement)will result in daily Municipal Code Tickets and the possibility of
the City making the repairs . If the City makes the repair a Municipal lien will be placed on the
property to cover the costs.

Dear Mr. Abrell:
On Monday, September 17, 2001, an inspection was done on the above mentioned
property. On December 3, 1992, a letter was sent for proper repairs on your retaining
wall. On June 9, 1995, another letter was sent, also stating a 3-foot section of wall had a
fifteen-foot drop with no fence. As you would probably imagine, 9 years letter later we
have a safety issue that's quite serious.
You should contact this office immediately upon receipt of this letter. Failure to do so
will result in legal action being taken against in Salem District Court. We may also make
safe and put a municipal lein on your property.

Dear Mr . Abreu:
On Wednesday, June 7 , 1995 an inspection was
conducted at the above mentioned property. In the left
rear of the property, there was a ( 3 ) three foot section
of fence missing. This creates a serious safety hazard
since there is a ( 15 ) fifteen foot drop off.
Please contact this office upon receipt of this letter
as to your intent to correct this problem. Failure to do
so will result in legal action being taken.

SPECIFICATIONS
For repairs to retaining wall at 15 Ward Street, Salem, Ma.
1. Remove and replace chain link fence at top of retaining wall.
2. Remove 4' of block wall from top.
3. Replace 4' top wall with formed concrete, 14" wide.
4. Install 2" P.V.C. pipe for drainage every 4' at top of paving.
5. Install #5 rebar each 12" o.c. horizontal and vertical.
6. Drill vertical bars into remainder of block wall 8" deep before
pouring concrete.
7. Return #5 rebar at corners L shape at least 4' overlap.
8. Install weepers every 4" vertical and horizontal in remainder
of block wall, � plastic weepers 5" long.
9. Apply three coats of mortar plaster to remainder of block wall
from ground to newly poured concrete.
