I have indicated to you that the above referenced lot is
'= a buildable lot. You should also be aware of the following: - ---
1 . The lot is not level, contains ledge and is in
fact quite steep;
2. The construction costs to build would probably be
too high for anyone to build a single family home
on the lot;
3. If a house were constructed on the lot it would
greatly increase the density of the area as well

flow.

and general real estate market conditions in Salem.
In my opinion the Fair Market Value is $2800.00. This report is based

Enclosed please find a copy of the plot plan.
Topography: Land at sidewalk quickly rises to about fout feet,
than Levels off for approximately thirty feet, than
quickly raises another three and a half feet with an
incline to the rear line of the property. Presently,
the front line has a piece of granite wall holding
the soil from eroding onto the sidewalk. Lot is
covered with tall weeds, bushes, briers and will
shrubs. A few old trees are on the Lot which are
dangerous to be Left standing. Just big enough
that if they tumble down some youngster can be
.seriously injured. Homes on Varney Street, were
built on the sidewalk Zine. older homes in the
area ranging in price from the high teens to mid-
thirties. Factories were built in these residential
areas years ago before the city had zoning Laws.

Jubille Homes. At this time, I am also building a few commercial pieces of
property in Peabody.

Served as President of the Peabody Chamber of Commerce.
Chairmuna of the South Peabody Branch Library.
Appointed to the Peabody Industrials Park in the 1960 's and helped develop a fine
industrial park in our city. PresentZy serving on this board.
1971 - completed a course in Park Development given by the Commonwealth of
Massachusetts.
1958 - joined the Greater Salem Board of Realtors. Presently serving on its
Board of Directors. Elected as .First Chairman of the newly formed Commercial,
Industrial, Investment Division.

to the proper channel. For some time now I have been trying
to purchase a piece of land being lot #347 at 20 Varney St .
in Salem. I purchased the house at 22 Varney Street four
years ago and have spent a great deal of time, money and
blood, sweat , and only to better my property.
I. would like to have the opportunity to purchase the lot
at 20 Varney Street to also clean and fix it up which of
course would improve the area greatly.

Sec, 32 E. - Purchase of real property from the City.
Every request or offer to purchase real property from the City shall,
upon itslintroduction into the City Council, stand referred to the Committee
on Community Development, which shall consider said matter and develop a
written recommended procedure to be followed in selling said real property.
A copy of the request or offer shall be sent to the Department having custody
of the property; the Engineering Department, Planning Department and
Conservation Commission. The committee shall report said recommended
procedure to the City Council for adoption, rejection or other appropriate
