Dear Mr. Tremblay:
I am in receipt of opinions written by the City Solicitor,
Robert A. Ledoux, _relative to 5 Carrollton Street, 5 Frederick
Street, 2 & F4 Valley Street, and 2 Crowdis Street, as
grandfathered-lots-. -The former Building Inspector, William
Monroe, denied these permits and the owners were told to go to the
Board of Appeals .
On behalf of the neighborhoods of Ward 4 and, in fact, the
entire city, I am vehemently opposed to the granting of these
permits . Other properties with similar characteristics exists
throughout the City of Salem, and I believe that a dangerous
precedent will be set that could cause a chain reaction that would
be detrimental to the character and stability of neighborhoods
throughout the City.
Please contact me prior to the issuing of any permits so that
we may discuss these immediately.
If there are any questions in 'connection with these permits,

Dear Mr. Tremblay:
In reference to your request of this office to determine
whether or not 2 and 4 Valley Street and 2 Crowdis Street are
grandfathered, I wish to advise you that 2 Crowdis Street and 2
Valley Street are both grandfathered in as much as they were not
held in common ownership with any other lot and are 5, 000 feet or
more.
In relation to 4 Valley Street, I wish to advise you that Mr.
and Mrs . Defranzo acquired title to this property on November 29 ,
1957 . The square footage of this lot is 6 ,500 square feet. On
August 27, 1980, Mr. and Mrs . Defranzo acquired title to the
abutting property which also is 6,500 square feet. Because this
was held in common ownership for five or more years, the lot is no
longer considered to be grandfathered and it would be necessary for
the Defranzos to seek authorization from the Board of Appeals .
