consisting of a two unit and a four unit building. These structures were constructed around 1900 and predate
the 1938 Salem zoning Ordinance. Therefore ,my opinion is that this property is Grandfathered-legal non-
conforming property. This letter is for zoning purposes only and does not imply conformance with codes and
other regulations.
