Box 8123 Salem, Ma. 01970 Ms. Lesch: This Department has received your letter dated April Ist of 2004. In your letter you failed to mention what address you live at. However, because of the volume of complaints that are produced by you we were able to figure out that you are referencing 69 Tremont Street. The hot water heater that you claim was not permitted was installed with the proper permits by a licensed plumber. More importantly, the elderly inspector you referred to is Dennis Ross. Dennis, besides not being elderly, is an extremely competent licensed plumber as well as a very capable inspector. As you already know, Dennis has already looked into your claim of cross metering and lack of water pressure. As you are well aware, Dennis conducted a live test at 69 Tremont Street in which he had first and second floor showers running while he flushed a toilet. He observed no unreasonable drop in pressure. Also, please be aware, hot water heaters do not increase or decrease water pressure. Dennis inspected all of the plumbing and found no evidence what so ever of crossed feeds on the plumbing. Because all of these issues have already been looked at by Mr. Ross, no further inspection will occur at this time. Since last August 1",2003,the Management had converted from ONE WATEPVver to TWO WATER HEATERS (one per family). The following things have been instructed to BOTH families, which are: 1. BOTH IST& 2ND FLOOR FAMILIES HAVE TO WORK OUT A SCHEDULE SO THAT WE DO NOT INTERFERE WITH EACH OTHER'S WATER(B.S.). • I MUST "STIPULATE" THAT THE IST FLOOR HAS THEIR OWN WATER HEATER& PAYS THEIR OWN HOT WATER(AS WELL AS GAS BILL). i • I HAVE "MY OWN" WATER HEATER&PAY FOR MY OWN HOT WATER& GAS BILL. 2. SINCE WE "ALL" ARE PAYING FOR "OUR" OWN HOT WATER—THERE SHOULD BE NO SCHEDULE. 3. SINCE LAST AUGUST [2003]—BOTH FAMILIES HAVE HEARD FROM MANAGEMENT "THERE IS A WATER PRESSURE PROBLEM IN THE HOUSE." 4. HOW CAN THAT BE? WHEN WE [BOTH] HAVE SEPARATE WATER HEATERS? 5. THAT LEADS ME TO THE NEXT QUESTION—LAST AUGUST [2003] A BRAND "NEW" WATER HEATER WAS PUT IN (TO MY KNOWLEDGE "NO" PERMITS WERE PULLED) "&" FROM THIS NEW WATER HEATER, TO WHICH MANAGEMENT HAS SO MANY TIMES ACKNOWLEDGE TO BOTH OF US TENANTS —"THAT NEW WATER HEATER WAS THE 1ST FLOORS"& "THEN MINE". • THE COCKER OF THIS IS: THE WATER HEATER THAT WAS ALREADY THERE WHEN MY FAMILY&I MOVED IN ON: 1/22/03 WAS "HOOKED" INTO THE FIRST FLOORS FURNACE & IS STILL "HOOKED" INTO THE 18T FLOOR FURNACE. • THAT "NEW" WATER HEATER, FOR THE 1ST FLOOR, IS ALSO "PIPED INTO MY FURNACE". "WE" (my 32 year old son as well as myself)have "always" questioned "WHO IS PAYING FOR WHAT"?AND "WHO HAS WHAT WATER HEATER?"AND "WHY IS THE IST FLOOR'S BRAND NEW WATER HEATER IS PIPED INTO MY FURNACE?" WHEN THAT OLD WATER HEATER IS ALREADY PIPED INTO THE IST FLOOR FURNACE? I f Management changes his stories as we change our socks—he "claims" the old water heater is a 60GALLON TANK—NO IT ISN'T IT IS A 40GALLON (SHARON MCCABE ALREADY ACKNOWLEDGE THAT LAST YEAR)! And the "new" water heater is a 40gallon to which yes it is! 1. When either or family takes a shower @ the same time—someone looses& is stuck with soap all over themselves. 2. When the 0 floor is washing up in there bathroom—we get NO water @ all in our bathroom sink. 3. When the I'floor does her washing in the basement(laundry room)we get NO water to use "OUR" dishwashing&lor washing of our clothes. 4. "I" WAS TAKING,BECAUSE OF THAT SO-CALLED WATER PRESSURE, ONE (1) BATH OR SHOWER A WEEK,THIS ISN T RIGHT= SEPARATE WATER HEATERS &PAYING FOR OUR OWN BILLS=WE SHOULD USE AS MUCH AS WE WANT "&" THAT HAS "NEVER" HAPPENED! BOTH FAMILIES IST&2ND FLOOR ARE TIRED OF "WATER PRESSURE"& "YOU TWO HAVE TO BE PUT ON A SCHEDULE SO NOT TO INTERFERE WHEN EACH ONE OF YOU ARE USING THE WATER!" BOTH FAMILIES ARE DISABLED&I HAVEN'T BOUGHT THAT BULL IN A VERY LONG'T'IME. SO, I AM REQUESTING,A PLUMBER FROM SALEM CITY HALL TO COME OUT TO THE DWELLING—BOTH FAMILIES BECAUSE OF OUR DISABILITIES—HAVE TO GO TO THE HOSPITALS ON A FREQUENT BASIS'S, PLEASE LEAVE A MESSAGE W/YOUR FAX#&I CAN GIVE YOU DATES WE ARE HOME. "WE" are very familiar with"cross-metering" as Sharon McCabe, also caught Management on that one. **I HAVE ONE REOUEST I WOULD PREFER A YOUNGER MAN FROM THE PLUMBING DEPARTMENT OF SALEM CITY HALL,LAST YEAR AN ELDERLY GENTLEMEN CAME& HE WAS QUITE RUDE TO ME— "MY" DISABILITY IS "HARD OF HEARING" &A 'BRAIN INJURY" —THE I'''i FLOOR_, THE WOMAN IS "DEAF"&HER HUSBAND IS "HARD OF HEARING". WE SO DO EXPECTED TO BE RESPECTED! THANK YOU!
