You are correct that no sign , fence , hedge or any other structure may extend more than three feet above the established street grade blocking visibility at any intersection. However this ordinance applies to properties on the immediate corner of the intersection. Neither your property, nor your neighbor's home abuts an intersection there for this section of the Zoning Ordinance does not apply. I have attached a map showing the location of the two properties highlighted by a red star. If you feel aggrieved by my interpretation of the Zoning Ordinance your appeal is To the Salem Zoning Board of Appeal .
