Dear Mr. Garinger :
This office conducted a follow up inspection of the
above mentioned property on June 13 , 1995 and was very
disappointed on how little of the violations were
corrected from the original letter sent on February 9 ,
1995 . 1 also noticed a few additional violations as
follows :
1 . Uninsured, unregistered vehicles .
2 . Gas grill on decks (Not allowed) .
3 . Remove tires and storm windows from yard.
4 . Loose brick at right front corner of foundation
must be repaired.
This office feels you have had ample time to address
some of these previous violations , but have not done so .
If this office is not satisfied with your progress in the
next 20 days , we will file legal papers with Salem
District Court to have all violations corrected at once .
Please contact this office upon receipt of the letter
as to your course of action you will be taking in this
matter.

Dear Mr. Garinger:
Per our discussion on February 9, 1995 at the above mentioned location
here is a list of the State Building Code Violations:
1. Gutters and down spots must be repaired and made safe.
2. Vinyl siding must be completed around windows at front of house
and also soffitt areas.
3. Chimney at roof top must be repaired and made safe. (Bricks are
missing at top portion)
4. Porch at rear of building must be lagged to building at each floor,
at least two feet (2'() o•c•
5. Stair rails must be installed on each side of stairs, also must have
ballasters.
6. Stair risers need to be enclosed on stairs at rear of building.
7. Rear concrete stairs from ground level to first floor porch must
be made safe.
8. Lighting must be installed at exterior stairway to illuminate stairs
from 2nd to 3rd floor.
9. Keys must be made available to tenants if basement is to remain being
locked.
10. If no common electrical meter is installed, tenants must be made
aware of what areas they are paying electrical for beyond their
apartments.
Please contact this office upon receipt of this letter as to you course
of action you will be taking in this matter. Failure to do so could result in
legal action being taken.

Dear Mr. Tremblay:
Enclosed for your file, and at your request, is a copy
of a letter from Mr. James T. Killeen, a certified
electrician, dated February 13, 1995 which has been sent to
Mr. Mark Tolman at the Salem Board of Health. The electrical
inspection was done at Mr. Tolman's request in response to
Code questions raised by Roxanne Serpa, the first floor
tenant. Mr. Tolman has signed-off recently in regard to the
various items he required my client to address inside the
apartment.
if you have given (or can give) Mr. Garinger a
reasonable amount of time to complete the outside jobs listed
in your letter dated February 9, 1995, 1 would appreciate a
letter from you to that effect. As 1 explained, there is an
eviction hearing scheduled tomorrow and I would like to be
able to document the time frame which you contemplate. With
your permission, 2 believe that my client contemplates doing
such items such as vinyl siding, gutters, chimney repointing
etc. . . when the weather is less inclement.
I will give you a call at 3:45 p.m. today to see if you
are able to give me a letter.

Dear Mr. Tremblay:
Since receipt of your letter dated 2/9/95, 1 would like to report the
status of the items you listed.
Item 7. Pressure treated bottom step was installed in the afternoon
of your visit. Concrete step (1 piece unit) will be relocated
when weather permits.
Item 9. The basement has remained unlocked since your visit.
Item 10. An electrical inspection was made on 2/13/95 and it was
determined that no cross metering or wiring exists between the
first (1 st) floor apartment and other apartments in the
building. Basement and common hallway lights are on a
meter in my name and paid for by me. A copy of electricians
report is enclosed.
Item 1-6 and item 8 - all require exterior work. The weather has been
reasonably mild, but realizing the time of year, it is stili
unpredictable. The lighting and railings are obviously more
important from a safety standpoint and will be addressed
in that order with your approval.
Work will be done in as timely a manner as weather and other
arrangements permit. I will be in contact with you on a weekly basis to advise
you of progress.
