Trader's Way, Salem, Ma 01970 Dear Mr. Killian, At the'Board of Health meeting held on February 9, 1988, a motion was made and passed to conditionally approve the Special .Permit for Rich's Distribution Center, with a list of the following conditions. I. The applicant must demonstrate through submission of the following material that no increase in flooding shall be experienced by down stream residents or abutters residing near the wetland area where the drainage outfall is located. 2. The design proposal concur with the city Engineering Department and City Plumbing Inspector for utility tie—ins for drinking water, sanitary waste (sewage), gas lines and/or any other utility service. 3. Measures be taken to assure that the extension of the drinking water lines do not create a negative or low pressure situation. If necessary install a looped system to prevent a dead end. 4. Prior to drinking water service being put into service it be tested for pressure and bacteria by a certified laboratory and the results submitted to the Planning and Health Departments in writing. 5. Employ an acceptable method for removal of all construction debris and any unacceptable excavation material from the site during construction. 6. Measures be taken to assure that air pollution due to odors and noise does not occur during site construction (i.e. stone crusher, blasting, drilling, etc.) and after site construction (i.e. air exchange units , trash storage facilities, ets.) i 0 . Employ an acceptable method for dust and street cleaning control during site construction and submit a copy of the method utilized to the Health and Planning Departments in writing. 8. Prior to site start-up and also during site construction employ a licensed pest control firm for site evaluation and service with a copy of the service invoice sent to the Planning and Health Departments. 9. All backfilling be done in accordance with good engineering practices to prevent fututre damage to all underground utilities. Only acceptable backfill materials are to be used. This summary follows the Board of Health's list of items it reviews for a project such as this one. 1. The project is designed to prevent any increase in downstream or abutting property flooding. Drainage calculations, drainage plans, stage-storage and stage-discharge computations, and methodology backup are included. 2. The City Engineering Department and Plumbing Inspector will be reviewing the project as part of the Site Plan Review process. We will meet whatever utility tie-in standards are required. 3. The Trader's Way water line was designed to avoid a low pressure situation by looping water mains in this area. The Rich's site can be accommodated by the existing water system. 4. Drinking water service will be tested and the results submitted as requested. 5. All building construction debris will be gathered in on-site dumpsters and hauled away to an authorized landfill, as has been our practice in Salem. Excavated material will be used as fill on-site. Some of the loam pile will be used for Rich's landscaping. The remainder will be stored for future landscaping work in our Salem projects. 6. Air and noise pollution should not be a significant problem. All trash will be crushed in compactors. Drilling and blasting will be limited to Monday through Friday between 8:00 a.m. and 4:30 p.m. Truck � f traffic essentially runs from 6:00 a.m. to 9:00 p.m. Monday through Friday. Trucks leaving Rich's will be traveling on a down slope to Trader's Way, avoiding excessive engine noise. 7. The Fafard Companies employs its own 5000 gallon water tank for dust and street cleaning control. A contracted sweeper also is used when needed. 8. Northeast Exterminators of Essex, Massachusetts continues to perform its past control duties for all of our projects in the Swampscott Road/First Street/Trader's Way area. See attached 1987 billing and 1988 service proposal. 9. Backfilling will be conducted following good engineering practices. I PRELIMINARY DETENTION BASIN DESIGN The detention basin is designed to reduce runoff during the 100-year storm events . Runoff from storms of higher frequency will also be reduced. The runoff soil is predominantly Chatfield-Hollis rock outcrop with a hvdrologic grouping of "C" . The TR-55 runoff model was used to verify runoff curve numbers. The pre-project runoff curve number was 82 (81 in EIR) and the post-project runoff curve number is predicted to be 91 (91 in EIR) . The 100-year peak discharge is reduced from 77 cfs to 10 cfs which is less than the pre-project runoff of 58 cfs. A storage volume of 3.3 acre feet is required. The following information summarizes specific matters as required under Section VIII R.j . for Site Plan Review. Other enclosed items include 7 sets of: site/resource area plan: Responses to P.U.D. Special Permit Conditions; Responses to Board of Health standard review items . Review request letter to Conservation Commission and DEQE; architectural plans. P.U.D./Site Plan Review Fee Check. a. Buildings One major building will be constructed on the 20 acre site, bounded by Swampscott Road. First Street, Trader' s Way: a 302.300 SF distribution-warehouse-office complex (with possible storage area expansion of 52 .655 SF for a total 354,955 SF) . A small booster pump station for fire protection purposes also will be constructed. The main building will be 36 feet high and contain 93.000 SF of second floor space for offices and the processing of "soft line" (marking of clothing) . The rest of the building will act as a storage-distribution center. See the site plan and architectural plans for more details. b. Parking and Loading The parking areas are shown on the site plan. Practically all of the 326 parking spaces are located along the east side of the building. The 46 loading docks are found along the north side of the building, away from the Whalers Lane condominiums, while the 16 receiving docks are in the southwest section. Practically all of the operations occur Monday - Friday, 6:04 a.m. - 9:00 p.m. r c. Traffic Flow and Circulation Based on the Institute of Transportation Engineers "Trip Generation Tables" ( 1982) , the average weekday vehicle trips to and from this warehouse/distribution center is estimated 1381 trips per day. Eighty percent of all trips occur between 8:00 a.m. and 6:00 p.m. , 96% between 6:00 a.m. and 9:00 p.m. All trucks will enter and leave via Trader' s Way and Highland Avenue (Route 107) • Trucks will enter using the drive at the northeast corner of the lot, stop at the loading docks along the north and southwest sides, and continue around the south side of the building via a one-way drive out to Trader's Way. about 500 feet south of the entrance. The exit alignment and curbing are designed to separate on-site truck and auto traffic as well as to force truck traffic northward along Trader' s Way to Highland Avenue. Most automobiles are expected to follow a similar pattern. except they will enter and exit from the same northeasterly access drive directly into the easterly parking lot. This design separates truck and automobile traffic on site. All drives are 24 feet wide and paved with bituminous concrete. d. External Lighting External lighting has been located to minimize glare in the direction of the residential condominium development to the south across First Street. Exterior Lights. Cutoff luminaires will be used for this purpose. e . Landscaping and Screening See site plan. A landscaped berm will be constructed along the southerly driveway to provide some visual and sound buffer for the condominium residents across First Street. f. Utilities An 8" water line will tie into the 12" main available along Trader's Way. An on-site pump station will provide any additional pressure in case of fire. A 6" gravity sewer line will tie into the 8" Trader's Way line. which in turn runs south to First Street, then eastward along First Street to Highland Avenue. The Spinale lot will be tied into the Rich's sewer system per prior agreement between The Fafard Companies and the City. The estimated sewage flow for a fully expanded Rich' s facility is 5985 GPD. Gas service is provided by Boston Gas . Overhead electric service will come from Massachusetts Electric service on Trader's Way. g. Snow Removal Snow will be plowed off all drives and parking areas and either dumped in the designated southeast, northwest, and southwest corners of the lot (see site plan) • h. Natural Area Protection and Enhancement This 20 acre area is an almost totally disturbed site. Landscaping will enhance this development (see site plan) . About 32% of the lot (about 6.4 acres) will remain without buildings or pavement, with 30% for building coverage (maximum 45% lot coverage permitted by zoning) . i . Architectural Compatibility There is no significant architectural style in the immediate vicinity, except for the clapboard-covered condominiums across First Street. The Rich's building will have the first 8 feet above floor level constructed of painted masonry and the remaining 28 feet covered by color-coated metal panels . Windows will be located in the office areas. SUMMARY The Rich's headquarters/distribution center will substantially improve the site condition of this property, along with maintaining the company' s close ties with the Salem community and contributing to the City's economic and employment growth, business diversity, and financial well-being. After local residents urged the Planning Board at its July 2, 1987 meeting to consider changing the "Walter' s Way" driveway requirement to a tree-lined sidewalk, the Salem Planning Department agreed to undertake a re-evaluation of the situation, based in part on the April 1987 Fay, Spofford & Thorndike traffic study. This review will determine which means of access would be most appropriate. B. We request a waiver from the 30' height limitation under the PUD Special Permit to accommodate the planned Rich' s building height of 36' . The Industrial ( I ) Zone permits a maximum of 451 , so the building will be within zoning limits. C. Parking requirements are met as follows for the building including possible future storage expansion of 52,655 SF: 1 . Office Space = 200 spaces 1 space per employee (200) 2. Warehouse Space 1 space per company vehicle (0) = 0 spaces 1 space per 2 employees (154) = 77 spaces 1 space per 1000 SF of non- storage GFA (44.000 SF) = 44 spaces TOTAL REQUIRED 321 spaces TOTAL PROPOSED 326 spaces ( including 6 handicapped) 3 . Loading requirements: Required loading bays = NONE (wholesale and storage) Proposed loading bays = 62 bays D.E. The existing CVS building is 47 ,206 SF. The proposed Rich' s distribution/warehouse/building will be 302.300 SF. The total square footage of the two facilities . 349,506 SF, is within the PUD' s maximum GFA of 395.000 SF and Retail/Industrial use GFA ratio of .88. The possible future expansion of the Rich's storage area by 52,655 SF, however, would bring the total GFA to 402, 161 SF. some 7161 SF over the Special Permit maximum. We therefore request a waiver of this condition to permit the construction of the main facility plus the expansion area. Rich' s officials then can rest assured that their operations will not be hampered in the future should the proposed expansion prove necessary to meet their long-term business objectives. With The Fafard Companies' ability to make the required 20 acres immediately available for this development, Rich's Department Stores ' continued association with the City of Salem can be ensured. The scale of this one project, however, would eliminate any further development within the remaining PUD Special Permit area. This land would remain in an unproductive state under the existing PUD limitations, penalizing The Fafard Companies unfairly for its cooperation in this venture. The City also could stand to lose thousands of dollars in property tax revenue plus the loss of other associated revenues. commercial opportunities, and new jobs should this land remain undeveloped. We therefore respectfully request that the PUD Special Permit subsection II .D. be amended to permit a maximum of 550,000 SF gross floor area (402 ,161 SF plus 147,939 SF proposed for the remainder of the PUD site based on the "Highland Acres Planned Unit Development" plan by Peter Boghossian, dated November 15. 1983) and based on the same .88 GFA ratio required in Subsection II .E. We would appreciate this amendment request being treated in a manner so as not to interfere with the Rich' s approval process.
