The applicant did not realize that a Sign Permit is required for window decals and therefore did not include it in the attached submission. The applicant plans to position the decal following the installation of the approved awning. He will bring the decal to the DRB meeting for your review. The proposed building sign is backlit using existing fixtures. I cannot find a record of the Sign Permit for the existing sign. My assumption when there is no permit on file is that the existing sign was unpermitted and is illegal. Therefore the internal illumination is not grandfather claused. Finally,the applicant is not proposing to cover the storefront windows in green, as shown in the attached photo montage. The window covering will be removed before the business opens. At that meeting, it was not clear if City of Salem code permitted internally illuminated signs. After reviewing the code, I have determined that there is no prohibition of internally illuminated signs.
