Recommendation At its meeting on August 23, 2017 the DRB voted unanimously to recommend approval of the proposed installation of signage at 125 Washington Street (Ledger). Proposal The DRB and SRA previously approved signage on the clock at this location. The applicant now proposes to paint the name of the restaurant in 23K gold block letters. The letters will be 2.5" high and will span across the frame above the door, which is 68.5" long. SRA Decision At its meeting on May 10, 2017 the SRA voted unanimously (5-0) to approve the proposed cafe permit / outdoor seating area, installation of signage, and installation of trash enclosure and ventilation ducts as recommended by the Design Review Board. Recommendation At its regular meeting on April 26, 2017 the Design Review Board voted unanimously (4- 0) to recommend approval of the proposed cafe permit/ outdoor seating area, and installation of signage. The DRB recommends approval of the installation of ventilation ducts conditional upon painting them matte black. The DRB recommends approval of the demolition of the planter to accommodate room for dumpsters, with a condition that the applicant come before them within 90 days to present a revised scheme for trash/recycling and screening, as well as for screening of mechanical equipment. Staff Comment Prior to the DRB meeting, concerns were expressed by abutters and the Ward Councilor about properly locating and screening the dumpsters and HVAC equipment. The applicant has engaged all of those parties and has shown a willingness to work with them on an acceptable solution. They have agreed to paint the ducts matte black as recommended by the DRB and will return to the DRB and SRA with a revised scheme for screening both the dumpster and HVAC elements. The enclosed materials contain a plan showing the location of the dumpster enclosure, but this may be revised slightly when the applicant returns for further review. The enclosed sheet showing furniture for the outdoor seating area is subject to some change, but the DRB expressed no objections. The umbrellas will not have advertisements on them. r � Salem .� Redevelopment ® Authority Proposal for April 26, 2017 DRB Meeting The applicant returns with revised information regarding signage and the dumpster enclosure, and more detailed drawings for the outdoor seating area. Currently no sign is proposed for the building, other than the three panels for the clock. They have been revised to show a dark, reclaimed wood-like background, with white font. The restaurant's logo will appear on the panel facing Washington Street, and the two side panels will have additional typeface. The panels are 33.75" wide by 44.25" tall. The fonts vary in height but all show in white. The seating area will accommodate 28 patrons. Adequate clearance along the sidewalk is shown in the plan. The dumpster enclosure will be 8'4" wide with doors that will swing open on one end of it to allow for dumpsters to roll out and be picked up by a trash contractor at the end of Higginson Square. The enclosure will be 15'10.75" long and cover an area that is currently occupied by a planter that is on the applicant's property. It will be chain link with gray privacy slats. Two ducts as shown in the enclosed materials have been installed on the rear of the building. Staff Comments for April 26, 2017 DRB Meeting The Building and Health Departments have reviewed the outdoor seating area and dumpster enclosure plans. No objections were raised. The applicant should not have installed the ducts prior to full approval from the DRB/SRA, however it's been done. I would encourage the DRB to examine the current condition and suggest (if it deems it necessary) any masking of the ducts with paint and/or screening. All proposed signage is compliant with the City's sign ordinance and Commercial Design Guidelines. Proposal from March 22, 2017 DRB Meeting The applicant, Ledger, is a new restaurant that is moving into the former Eastern Bank space on Washington Street. They are asking to implement a few key improvements to the front and rear exteriors of the location: 1 e Salem Redevelopment Authority 1. An outdoor seating area that would consist of 26 bistro chairs, 13 wood dining tables, 6 ivory colored umbrellas, 13 table lanterns, and zinc planters for the perimeter. Photos of furniture are enclosed. 2. Two signs for the Washington Street facade, to include: a. A 3' wide x 1.5' high metal plaque to be affixed to the brick to the right of the entry doors; and b. Three translucent plastic panels that will replace the existing panels advertising Eastern Bank on the clock. This signs will be lit from the interior of the clock, and as a pre-existing non-conforming sign (we ordinarily do not allow interior lit signage in the downtown), this method of lighting can be permitted as a grandfathered right. 3. At the exterior facade of the property the applicant proposes to remove the existing concrete planter, and in its place, provide screening for dumpsters. Two exhaust ducts, shown as being painted brick red, will run up the wall, to the roof. Additional cameras will be installed and a non-functioning light post will be removed to facilitate easier trash pick-up. Staff Comments from March 22, 2017 DRB Meeting There is a fair amount of information that needs to be filled in for all aspects of this proposal. I have inquiries into the applicant about the following: • Dimensions of tables • Umbrella material • Location of planters (not shown on plans) • Dimensions of clock signage • Specifications for cameras • Details regarding material, color, and appearance of garbage screening The proposed signage is both compliant with the City's Sign Ordinance and in line with the Commercial Design Guidelines. Although the exact dimensions of the signage to be placed on the clock is not yet known, given the amount of frontage the applicant has, there is no indication that they will go over their signage allowance. As noted in the materials, the exact look/font of the signage is being refined and I expect that this will be finalized by our meeting. RESTAURANT & BAR OUR STORY Ledger restaurant, located on Washington Street in downtown Salem, is on schedule for an early Summer 2017 opening. The renovation of the former Salem Savings Bank building (circa 1818) is underway and the original 19th century beauty of the space will be displayed. This historically unique location will house the new concept from Matt O'Neil chef/owner of The Blue Ox Restaurant in Lynn, MA. O'Neil and his wife, Joan- na, have operated The Blue Ox in Lynn since 2009. The new restaurant will showcase a large U-Shaped bar layout with rich banquette seating, a large chef's table, and diverse bar and dining room seating options. The kitchen will showcase a custom 8' wood-fire grill and feature both a raw bar and char- cuterie bar with counter dining overlooking the open kitchen space. The principle feature of the kitchen may be the bank vault which will house the restaurant's refrigerator and act as a showcase to the dining room. O'Neil's menu will be a contin- uation of his Blue Ox reputation, focusing on well sourced and local ingredients. The majority of menu offerings will highlight traditional New England cuisine brought to life with a 21 st cen- tury twist. Carved meats,whole grilled fish, shared appetizers, and family style "suppers" are being considered for the menu. The d6cor will be an ode to the buildings original beauty with classically rich furnishings and original details, such as the original strapwork ceiling, large windows, exposed brick, safety deposit box features, and the namesake bank ledgers. In com- plete contrast to the vintage feel and age of the building, the open kitchen will be a vibrant, shiny hub of energy and feature a custom 8' wood fire grill, the focal point of the hot line.Led- ger will open with dinner service seven nights a week, brunch and lunch service will be expanded after opening.
