Hey Steve,
I have to appologise, when I opened the artwork again, the measurements I had for the
window were wrong, I'm a little embarrased that I have been designing this as though the
window were 74" x 64" rather than T4" x 64" (88"x 76") also I had the format wrong,
thinking the window was taller than it is wide, so yes! we can print Jacks head at 56" x
61" with only 1 seam, and making the overall size about 24 sq ft.

SRA Decision
At their meeting on March 12, 2008, the SRA voted to approve the proposed
window decal sign for Gulu-Gulu Cafe located at 247 Essex Street with the
condition that the sign area be no more than 27.86 square feet. This decision is
an exception to the SRA Manual for Private Signs and is specific to this site due
the unique circumstances and hardship they create.
DRB Recommendation
At their meeting on February 26, 2008, the DRB voted to recommend approval of
the proposed window decal sign with the following conditions:
■ The decal shall be 90 percent of the originally proposed size; and
• The lettering shall be yellow.
Proposal
The revised proposal is for a 73.8" by 63" vinyl decal window sign (total area
equals 32.29 square feet). The sign consists of the business' mascot's face with
the business name circling the face. The proposed sign is black and white.
Additional Information
The business is permitted up to 80 square feet of signage. Existing signage is
27.25 square feet and consists of one wall sign over the Washington Street entry
(2'x8'), one wall sign over the Essex Street entry (2'x3'), and one blade sign
adjacent to the Essex Street entry (1'-2"x4'-6"). The total area of the existing and
proposed signage is 59.54 square feet.

The first item under the Sign, Awning, and Lighting Review section of the SRA
March 12 meeting agenda is a discussion and vote on a proposed window decal
sign at Gulu-Gulu Cafe (247 Essex Street).
The DRB recommended approval of the decal with the conditions that the sign be
90 percent of the originally proposed sign and have yellow lettering. At the DRB
meeting I indicated the proposal conformed to all regulations; however, I was
incorrect. The proposal meets City requirements in terms of total square footage
but exceeds the SRA's limit for window area coverage.
The business' existing signage is 27.25 square feet. The originally proposed
decal sign is 39.86 square feet (6'10" by 5'10") giving a total signage area of
67.11 square feet. This total is within the maximum area permitted of 80.0 square
feet. (The revised version requested by the DRB at 90 percent equals 32.29
square feet for a total signage area of 59.54 square feet.)
However, the SRA's Manual for Private Signs states, "A window sign shall not
cover more than twenty percent (20%) of the display window area." The display
window area is 46.44 square feet (74" by 64"). Twenty percent of this total is
9.29 square feet. Thus, to meet the twenty percent standard, the decal area,
including text, would need to be no more than 9.29 square feet.
The morning after the DRB meeting, I informed the applicant of this standard and
presented options of returning to the DRB in March to discuss the proposal
further, modifying the proposal to meet the twenty percent standard, or
proceeding to the SRA with the current design. The applicant has chosen to
proceed to the SRA with the current design.
If the SRA elects to make an exception to the twenty percent standard in this
instance, it may be useful to know what the requirements are outside of the
Urban Renewal Areas.
The City ordinance allows for a larger window sign than the SRA guidelines. The
City ordinance allows a window sign provided, "[T]he total area of the sign does
not exceed 30 percent of the total glass area of windows appurtenant to the use
to which the sign is accessory."
Following this standard, and assuming both windows facing Washington Street
are the same size, the total glass area is 92.88 square feet. Thirty percent of this
area is 27.86 square feet which is still less than the DRB recommendation of
35.87 square feet.

GUlu-Gulu Cafe Salem — Sign Permit

The Gulu-Gulu Cafe currently operates at 247 Essex St. in downtown Salem.
The downtown location for the newest Gulu-Gulu Cafe is fantastic. However last
summer ownership found that the trees in Lapin Park blocked the cafe's
Washington St. signage. With our landlords permission (RCG) we are proposing
to add the Gulu-Gulu Cafe's logo to a reflective mirrored window to the right of
the Washington Street entrance.
The logo is very basic yet eye catching — it consists of the cafe's mascot's face
with the name of the company revolving around his head 4 times. This image
was created for a T-shirt two years ago and was very popular. The Gulu-Gulu
Cafe name is written in an Arial font.
The logo will be recreated as a vinyl decal. The image will be black and white
and the blank areas of the image will be transparent.
DRB Recommendations — The Salem DRB recommended that the Gulu-Gulu
Cafe reduce the proposed size of the image by 10% - the logo now would be
73.8" long and 63" tall and would still leave a border around the image. In
addition the words "Gulu-Gulu Cafe' would be colored the same shade of yellow
as the existing cafe signage to tie in. Black outlining would be appropriate.
Post DRB — Shortly after the DRB meeting it was brought to our attention that in
Salem's downtown, the maximum area of window glass that can be covered by a
window sign can be no larger than equal to 20% of the glass. We discussed this
with members of the DRB — The Gulu-Gulu Cafe is asking the SRA to make an
exception to this rule for two reasons:
1. The window in question is a mirror and covers an existing stairway that leads
to apartments above the cafe. In many respects it is a window in name only and
not in functionality. We believe that covering the stairwell with our signage would
be aesthetically more pleasing to the eye than leaving it as is.
2. At the recommended size (approximately 3' by 3') the signage will have little
impact on attracting consumers from across the park. The cafe needs to
supplement the existing signage that is partly obscured by the tree line. A much
smaller image will not help to achieve this.

The Salem Redevelopment Authority is the approval-granting entity. The DRB makes recommendations to the
SRA, and in most cases for signs the SRA approves the DRB recommendation. Because the DRB
recommendation was made without the benefit of knowing all of the regulations, the recommendation is not as
solid. For the SRA's review, I will let them know the facts. I do not know if they will grant an exception or not.
One option is to go back to the DRB in March to see if the recommendation changes once the 20 percent criterion
Is noted. Another option is to proceed to the SRA on March 12 and see what they say. They may approve, deny,
or send it back to the DRB. Another option is for you to modify the design now so it passes the 20 percent
criterion (for instance, a T by T decal of just the dog). And yet one more option would be to proceed to the SRA
with two alternatives—the initial proposal and one that meets the 20 percent criterion.
If you want to proceed to the SRA, the next step in the process is to submit materials for the March 12 meeting. I
need seven color sets of what you submitted for the DRB that incorporates any changes by next Wednesday.
Please let me know how you'd like to proceed. Again, I apologize for my oversight.

With the 7'4"by 6'4"window dimensions, you have 46.44 square feet of glass. Twenty percent of that is 9.29
square feet. The decal area, including text,would need to be no more than 9.29 square feet. The proposed decal

is 39.86 square feet.
Again, I apologize for not flagging this at last night's meeting. I know the DRB thought the image was fun.To meet
the 20 percent requirement, you could consider several different options including making the decal as submitted
approximately 3' by 3'. Last night's discussion suggested the Gulu-Gulu portion may be secondary to the dog. If
you feel that way, you could consider eliminating the Gulu-Gulu circle and having the dog be 3' by 3'. Please let
me know what other ideas you'd like to consider.

Good morning, Steve. On my way into the office this morning, I realized I had missed a significant standard when
I looked at your sign application. Downtown, the maximum area of window glass that can be covered by a window
sign is equal to 20% of the glass. I'm doing some calculations and will follow up with you later today.

Gulu-Gulu Cafe Salem — Sign Permit

The Gulu-Gulu Cafe currently operates at 247 Essex St. in downtown Salem.
The downtown location for the newest Gulu-Gulu Cafe is fantastic. However last
summer ownership found that the trees in Lapin Park blocked the cafe's
Washington St. signage. With our landlords permission (RCG) we are proposing
to add the Gulu-Gulu Cafe's logo to a reflective window to the right of the
Washington Street entrance.
The logo is very basic yet eye catching — it consists of the cafe's mascot's face
with the name of the company revolving around his head 4 times. This image
was created for a T-shirt two years ago and was very popular. The Gulu-Gulu
Cafe name is written in an Arial font.
The logo will be recreated as a vinyl decal — it will be 6'10" long and 510" tall
leaving a six inch border around the decal. The image will be black and white
and the blank areas of the image will be transparent.
