Dear Mrs. Morillo:
On March 15, 1999, this office received a complaint concerning your property at 7 Smith
Street being used as an illegal-lodging house. You are hereby ordered to cease and
desist the use immediately and contact our office to arrange an inspection of the
property.
Please notify this department within ten (10) days upon receipt of this letter, to inform us
as to what course of action you will take to rectify this.
Failure to do so will result in legal action being taken against you in Salem District Court.

Per our inspection and conversation on Monday the
23rd of February, 1998 , you were told and agreed to do the
following;
1 . Not allow anyone to sleep in the basement ,or use it as
an apartment .
2 . Not allow anyone to use the third floor attic as an
apartment .
3 . Remove trash from yard.
4 . Remove unregistered vehicle from yard .
Failure of you following your verbal agreement to the
two Health Inspectors and myself could lead to legal
charges filed against you .

Dear Mrs . Morillo:
On February 25 , 1998 , this office sent you a letter
regarding the illegal use of the basement and third floor
at 7 Smith Street .
On March 24 , 1998 this office received a letter
stating that Fineta Morillo and Patricia Pena are still
living in the third floor unit . You must cease & desist
using the illegal unit at once , or file papers to the City
of Salem Board of Appeals to receive a Special Permit to
legalize said unit .
Please notify this department within fifteen ( 15 )
days upon receipt of this letter, to inform us as to what
course of action you will take to rectify this . Failure
to do so will result in legal action being taken against
you .
