Salem Redevelopment Authority SRA I PSalem Redevelopment Authority Proposal Vow,00 FE tl�July 8, 2015 295 Derby Street (Speedway (former Hess)): Discussion and vote on proposed installation of signage SRA Decision At its meeting on July 8, 2015, the SRA voted 4-1 to approve the June 24, 2015 DRB recommendation to approve the proposal to erect signage at 295 Derby Street (Speedway). This approval also includes the use of digital signage for pricing as presented to the SRA on plans dated April 10, 2015. Recommendation At its meeting on June 24, 2015, the DRB voted unanimously (7-0) to approve of the proposed signage at 295 Derby Street (Speedway (former Hess)) per the plans and drawings dated April 10, 2015 —the DRB does not recommend approval of the digital pricing on the free standing sign as shown in these plans, but rather a "higher quality" specification of digital signage, or to keep manual pricing. Staff Comment for July 8, 2015 SRA Meeting The applicant has not provided a separate specification for the digital signage that will appear on the freestanding sign and has no intention to do so at this point. You may consider the proposal as-is; require the applicant to return with an improved specification for digital signage; or ask that the signage remain manual as it currently exists. Proposal The applicant proposes to reface and replace existing signage. All proposed new signage will be the exact same size square footage-wise as the existing signage, except for the building sign to be placed on the convenience store, which will be six (6) square feet as opposed to a current 18 square feet. All existing signage is internally illuminated, as is all of the proposed new signage. The signage along two sides of the gas station canopy are internally illuminated channel letters. One significant change that is being proposed is the use of LED for the prices on the freestanding sign. Salem Redevelopment Authority Staff Comment The proposed signage is well within the square footage allowed by the City's sign ordinance for this location. As the Design Review Board is aware, the City's Commercial Design Guidelines document does not recommend the use of internally illuminated signage within the downtown or along designated entrance corridors. That being said, the Design Review Board has the discretion and authority to recommend such signage as appropriate to the Salem Redevelopment Authority. Moreover, the City will typically honor the replacement of previously approved like non-conforming signage. The City will typically not approve LED signage, however, exceptions have been made for gas stations around the City because of the variable nature of pricing and because of concerns expressed in the past by applicants regarding worker safety (having an employee remove and change numbers, sometimes using a ladder. We design our products to meet and exceed our customer's expectations whether it's in its appearance, performance or specifications. Our dedicated Technical Center works constantly with municipalities to ensure our products adhere to the requirements set forth to ensure proper appearance along with public safety. One of the areas of compliance interest is the illumination of our LumiDigit 11 gas price sign. This stems from the concern caused by companies producing LED signs that maintain the same brightness throughout the day and night. This not only wastes energy but also makes the sign difficult and dangerous to read at low light conditions such as during the evening hours. Everbrite incorporates into its products, sensors that constantly evaluate the ambient light levels and automatically adjust accordingly based on the parameters assigned during the sign setup. With these sensors mounted on both sides of the sign, we can monitor and adjust the brightness levels on each side independently. The brighter the ambient light, the brighter the LED's must be to compensate for this higher light level otherwise the sign would be very dim or may even be perceived as being turned off during the day. Along the same lines, when the LED's are in a too-low brightness level during the day, the required time it takes to interpret the price increases and may cause drivers to dwell on the sign longer than necessary. In the 10 years of producing LED price signs and working with local jurisdictions, Everbrite has determined that the ideal safe nit level that's easy to read and interpret are those that are between 3000 and 4000 nits during the daytime and between 500 and 1000 nits during nighttime hours when used around ambient lighting such as street or parking lights. Our signs are configured so as not to exceed 4000 nits (cd/m2) during the brightest part of the day and are shipped out from our factory defaulted at the lowest nighttime setting to ensure we are adequately below requirements. To explain this further, our smallest digit emits only 300 nits (cd/m2) and our largest digit emits 400 nits at night when no ambient light is present.
