CITY OF SALEM DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT MEMORANDUM TO: File \� FROM: Tania Hartford, Economic Development Planner SUBJECT: Shell Gas Station, 146 Boston Street DATE: March 26,2003 On March 20, Denise McClure, Acting Director, and I met with Steve Pedro from Ayoub Engineering,Inc. (representing Shell Gas Station). The meeting was held to discuss the Shell Gas Station's sign application, as a permit could not be issued until the applicant met the maximum allowable signage and in this case,they were over. The following issues were resolved at the conclusion of this meeting that brings the applicant into compliance: • The sign labeled "Service Center" would remain the same but would be counted as 95 square feet in area to include the yellow painted background. The counting of the entire painted area is in accordance with the Sign Ordinance. • The sign labeled "Car Wash" would be reduced from 95 square feet in area to at least 79 square feet (the final plan reduced the sign to 72.5 square feet). • The two free-standing signs, one as a business identification and one for the car wash, would not be counted against the total sign allocation because the Sign Ordinance allows for two free-standing signs at a given site. • The directional signs for the car wash can remain at 25 square feet in area but will be counted against the total sign allocation. Based on these changes, the total area of signage for the site is 217.5 square feet which is below the 224 allowed maximum for this site. Mr. Pedro submitted revised plans that were received on March 25, 2003 and the permit application was submitted to the Building Department on March 26. I completed a review of your sign application and offer the following comments: 1. Sign square footage must include the both the text area and the sign background. Please adjust your sign square footage calculations to include the background area. (Section 3-22, Salem Sign Ordinance, p. 1) In addition, the calculation for free-standing signs should include the entire surface area (not just the text area). 2. Building Signage - Since the property is located within the Entrance Corridor Overlay District (ECOD),the square footage allowance can be reduced up to 50%. Therefore, the standard 2 square feet/linear foot of frontage can be reduced to 1 square foot/ linear foot of frontage. - Main Building (Sign 42)—The submission indicates an approximately 113 square foot sign. Based on a frontage of 62 linear feet, the square footage should be reduced to 62 square feet. - Car Wash (Sign# 5 and 46)—The submission indicates a 38' long x 2.5' high sign totaling 95 square feet. Based on a frontage of 50 linear feet, the square footage should be reduced to 50 square feet. 3. Free Standing Signs—The property currently has three free-standing signs: a 60 square foot I.D. sign, a 15 square foot P.O.S. sign and a 49.5 square foot car wash sign. The Salem Sign Ordinance only permits two free-standing signs with a frontage of 200' or more. One of these signs must be removed to comply with January 7, 2003 the ordinance. In addition, since the property is located within the ECOD, the total square footage and height for each sign can be reduced by 50%. Therefore each sign can be up to 32.5 square feet and 12.5 feet high. Your proposal indicates an 18' high 90 square foot I.D. sign along Boston Street and a 49.5 square foot Car Wash sign. I would recommend reducing the height of the I.D. sign and the square footage of both signs to comply with the ECOD. 4. Directional Signs—I would recommend reducing Signs#3 and 94 to no more than 12 square feet. The Salem Sign Ordinance does not permit directional signs to exceed 12 square feet (Section 3-45 (G), Salem Sign Ordinance,p.9) 5. Application Fee—Once you have revised your sign application, please submit a revised cost estimate and a sign permit fee. The sign permit fee is $10.00 per $1,000.00 plus a $5.00 application fee.
