CITY OF SALEM DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT MEMORANDUM TO- Thomas St. Pierre,Inspectional Services Director FROM: Tom Daniel, Economic Development Manager 1� CC: Lynn Duncan,Planning and Community Development Director SUBJECT: Sign Application– Clucky's DATE: November 26,2008 LOCATION: Entrance Corridor ADDRESS: 33 Bridge Street DATE RECEIVED: October 30,2008-initial proposal BLIILDINGFRONTAGE: 21 linear feet for this space MAmm mI ALLOWED: 21 square feet of wall signage for this space and a total of 32.5 square feet of free-standing signage for the building PROPOSED SIGNAGE: The revised proposal,submitted earlier this month,consists of two signs—a 21 square foot wall sign and a 16 square foot free-standing sign. The proposed wall sign would be externally illuminated and has the same dimensions as the existing Kalamari's sign (3' by 7') with a black background and primarily white lettering outlined in yellow and orange. The proposed free-standing sign would be internally illuminated and would be 4' by 4'. In the revised proposal, it would have the same color scheme as the wall sign and would be mounted on the same pole as the Damara's sign. TOTAL AREA OF SIGN(S): 21 square feet of replacement wall signage and 16 square feet of new free-standing signage COMMENTS: The wall signage is replacing existing permitted signage with the same dimensions. It will be externally illuminated and is consistent with the City's C.orrcrniaal Deign C4adelm. The existing Damata's free-standing sign is 24 square feet and is 14 feet high. The proposed Clucky's free-standing sign is 16 square ti feet and would be mounted below the Damata's sign. Thus,there would be a total of 30 square feet of free-standing signage which is less than the maximum amount of 32.5 square feet. The Damara's sign is intemallyilluminated and was permitted prior to the development of the Conm ial Design Crmddines. The Cawrnicd Deign Crxdelirxs state, "Internally lighted signs are not recommended in Urban Renewal Areas and Entrance Corridors." Thus,the Clucky's sign should not be intemallyilluminated. The applicant indicated that internal illumination is important to him; therefore,we proposed that the existing Damara's sign panel be modified to include C1ucky's. The applicant was not supportive of this idea. RECOMMENDATION: We recommend approval of the 21 square foot wall sign and denial of the 16 square foot internally illuminated free-standing sign. If the 16 square foot free-standing sign were externally illuminated, or if the existing internally illuminated Damata's sign panel were modified to include Cluckys,we would recommend approval.
