The residence has a side-gabled roof. A dormer, almost the width of the roof is proposed for the rear side. 171 Boston Street The petitioner is requesting to appeal the Building Inspector's decision to deny a sign permit for All Start Collision located at 171 Boston Street. The proposed 25 foot tall, internally illuminated freestanding sign is located in an Entrance Corridor. The Entrance Corridor Overlay District Ordinance states that the size of all signage may be reduced to half the size allowed in the underlying zone. At the applicant's property, the underlying zone allows 25 foot tall freestanding sign and the Entrance Corridor Ordinance allows limiting the sign height to 12.5 feet. For all signs located within an Entrance Corridor, the Department of Planning staff works with applicants to determine if there is a strong rationale to permit a sign larger than half the height allowed in the underlying zone and to ensure that, where reasonable, the proposed sign follows the recommendations Salem Commercial Design Guidelines. The Commercial Design Guidelines recommend that all freestanding signs be externally illuminated. In response to the applicant's concern that a 12.5 foot tall sign would not be visible to passing drivers, DPCD informed the applicant that an externally illuminated freestanding sign no taller than the business's roof could be permitted. A sign no taller than the roof would be approximately 20 feet above grade. The Sign Permit was denied after the applicant chose not to submit a revised application for a sign lower than the business's roof and illuminated externally. The applicant initially applied for a Sign Permit in May of 2007. At this time, an illegal sign was located on the on the property's fence and the applicant was informed that their application could not be considered until the illegal sign was removed. In June of 2007, the applicant informed the Department of Planning that the illegal sign had been removed and DPCD staff began working with the applicant to revise the proposed sign to meet the Entrance Corridor Ordinance. DPCD also invested both staff time and Storefront Improvement Program funds in the signage at 171 Boston Street in 2003. Although several sign design options and a three-dimensional rendering of the building were created by DPCD's design consultant, the property owner choose not to move forward with permitting any of these sign designs. When Storefront Improvement Program funds have been invested in design, it is DPCD's preference to utilize this design when the applicant chooses to move forward with improvements to their property. In 2007, DPCD provided the applicant's sign designer with a copy of the 2003 designs but the proposed sign does not incorporate the design work completed in 2003. The DPCD advises the Building Inspector on sign permits and for the reasons described above does not recommend the petitioner's request to over turn the decision of the Building Inspector to allow the sign to be permitted as proposed. The Storefront Improvement Program is administered by DPCD. The Storefront Improvement Program offers two types of assistance to eligible businesses and property owners—Design Assistance and Construction Grants. Applicants can apply for both programs. Design Assistance The Salem DPCD provides Design Assistance for qualified businesses at no cost to the applicant. Design Assistance consists of an on-site meeting with the business owner, a schematic design for the proposed improvements,a budget estimate and a written description of the proposed work. Construction Grant(up to$2,500) Eligible businesses can apply for up to $2,500 for exterior improvements to their storefront. (For multi-storefront buildings, each storefront can receive up to $2,500 match with a maximum of $10,000 for the entire building.) The program requires a match of funds by the applicant; every dollar paid by the City must be matched by a dollar from the applicant. Who can apply? Any business owner or property owner located in one of the eligible districts can apply for the program. A business owner that is leasing space in the district must have lease authority or obtain authorization from the building owner to make improvements to the property. What types of projects are eligible? The program can only fund exterior improvements to your storefront. Only work approved by DPCD is eligible for the program;work completed prior to receiving a commitment letter from the city is not eligible for funding. The following types of improvements are eligible for funding: • Installation of new signs or improvements to existing ones • Installation, repair or replacement of awnings • Restoration of exterior facade • Exterior painting • Removal of inappropriate or incompatible exterior finishes and materials • Reconfiguration of existing doors and entrances • Repair or replacement of existing storefront windows • Installation of exterior building, sign or display area lighting • Removal of security window bars, roll-down grates and grate boxes(installation of electronic security systems to replace grates is allowable) • Other improvements may be allowed on a case-by-case basis City of Salem reserves the right to make changes in the conditions of the Storefront Improvement Program as warranted.
