28 Goodhue Street (North River Apartments): Discussion of proposed
freestanding sign
Recommendation
At its meeting on September 3, 2014, the DRB voted unanimously to recommend
approval of the proposed freestanding sign at 28 Goodhue Street (North River
Apartments), conditional upon it being no higher than 66", and that the shade of
green used for the backing to be made a darker shade.
Proposal for September 3 DRB Meeting
The applicant proposes to erect 4' x 9' (36 square feet) double-sided free standing
sign made of HDU and sign foam (letter would be recessed). The typeface is white
against a green background and the sign is mounted between two granite posts that
will be 9' high.
Staff Comment
Below is language taken from the City of Salem's Zoning Ordinance in regards to
how signage should be treated in the North River Canal Corridor Mixed-Use District:
8.4.7 Signage. All signage shall follow the Salem Sign Ordinance, except that the
size of all signs within the NRCC District shall be one-half (0.5) the size which
is allowed by the Salem Sign Ordinance.
1. If site plan review is required, the design of all proposed signs must be
reviewed by the Design Review Board, and a recommendation received by
the Planning Board prior to action being taken on the site plan review
application.
Freestanding signage in this zone must be no larger than 32.5 sq/ft, which this
proposed sign exceeds, and no higher than 12.5 feet tall. I recommend that the
Board mandate that the sign be reduced to at least 32.5 sq/ft.
Further, the Department of Planning and Community Development would prefer to
see this sign lower in height, to meet a more pedestrian scale at 5 or 6'.
Lastly, the applicant is preparing further details on the exact location of the sign,
which will be provided at the meeting.
