299 Essex Street (Bonchon): Discussion of proposed installation of signage
SRA Decision
At its meeting on August 12, 2015, the SRA voted 3-0 to adopt the July 22, 2015
DRB recommendation to approve a proposal to install a halo-lit building sign and
non-illuminated blade sign at 299 Essex Street (Bonchon) as shown in designs
dated July 27, 2015.
Recommendation
At its meeting on July 22, 2015 the DRB voted unanimously (6-0) to recommend
approval of the proposed installation of signage at 299 Essex Street (Bonchon),
subject to the following conditions:
1. The building sign shall be reduced in size to 36" h x 120" L and shall be
aligned along the left edge of the front door.
2. The blade sign shall be mounted above and to the left of the front door.
3. All signage shall be externally lit (the building sign shall utilize a thin LED
fixture mounted above requiring final review by the DRB) OR signage shall be
halo-lit.
Proposal for August 12, 2015 DRB Meeting
The applicant, in accordance with the recommended conditions outlined above, has
reduced the building signage to 36" h x 120" L and will align it along the left edge of
the door (see enclosed designs). He will use halo lighting for the signage, which
does not shine through the channel letters, only behind them. Halo lighting is a
recommended method of lighting per the City's Commercial Design Guidelines.
Staff Comment for August 12, 2015 Meeting
The applicant has agreed to comply with all suggested conditions set forth by the
DRB. Please note that the total signage proposed is 34 square feet—the Board has
a right to restrict the amount of signage to 29 square feet. The DRB was comfortable
in recommending the amount of signage proposed herein.
Proposal for July 22, 2015 DRB Meeting
The applicant proposes to erect two signs:
1.) A 42"x120" (35 sq/ft) building sign mounted flush and centered above the
storefront's windows.
2.) A 16"x36" (4 sq/ft) blade sign mounted above the storefront entrance.

Both signs are proposed as internally illuminated to light only the white lettering and
the red and white logo (the black portion of the signs will not be lit).
Staff Comment for July 22, 2015 DRB Meeting
In the Urban Renewal Area, the Salem Redevelopment Authority has the right to (and
typically does) restrict the size of signage to half of what would ordinarily be allowed
in non-residential zones, which amounts to a one-to-one ratio of linear frontage to
square footage for signs.
In this case, the applicant could be restricted to 29 square feet of signage because
his storefront is 29 linear feet across. He has proposed a total of 39 square feet.
The Design Review Board has the discretion to recommend that the applicant be
allowed to have this much signage, or to reduce it.
With regard to the proposed external illumination of the signage, the City's
Commercial Design Guidelines clearly state that such signage not recommended in
the Urban Renewal Area or along entrance corridors. I have notified the applicant of
this and suggested that he be prepared to discuss alternate methods of lighting.
