Recommendation At its regular meeting on February 24, 2016 the DRB voted unanimously (4-0) to recommend approval of the proposed installation of signage at 265 Essex Street (Fingerprint Innovations), conditional upon the following: 1. placing both signs in duplicate 1/3 of the way down the exterior corner windows; 2. both signs shall have a clear background; and 3. the smaller IdentoGo sign shall be placed below the larger Fingerprint Innovations sign. Staff Comments for March 9, 2016 SRA Meeting The applicant agreed to make the above referenced adjustments, which are shown in the enclosed materials. Note that although ground level offices do not typically have signage placed on or in windows, the property owner (Patrick Delulis) spoke in support of the application at the DRB meeting. He feels that the signage being proposed in this location is appropriate in this case, given the nature of this tenant's business. Further, he will not approve additional signage anywhere else on the building for any other tenants. Proposal The applicant returns with a revised proposal for signage at their first floor office. Window signage is proposed — one each on a window facing Essex Street, and the other facing the parking lot. Both are decals. "Fingerprint Innovations" is the name of the business and "IdentoGO" is the name of a partner, who requires that their sign be placed at their location. Proposal from January 27, 2016 The applicant seeks to install three separate window signs on three respective windows. The applicant is a ground floor office with multiple tenants. One of the signs (31.5" x 9") will face Essex Street. The other two will face the parking area that the building faces off of Essex Street. All of the signs will be positioned along the top of the windows. e. Salem ® Redevelopment Authority Two of the three signs will be vinyl decals, while one (the 34" x 18" sign closest to the building's entrance" will be cardstock/ca rd board hung from inside the window. Staff Comments from January 27, 2016 The signage, for the most part, complies with the City's sign ordinance. The only aspect of this proposal that does not comply is that the 34"x18" card stock sign that will be hung on the inside of the window closest to the building entrance exceeds the maximum 20% window coverage standard (it currently covers about 28% of the window). I advise the Board to recommend that the applicant reduce the size of this sign to no more than 3 square feet(about 15"x 29"). It's important to note that this is an office tenant. If the Board grants approval of signage to be placed in the applicant's window, other office users may seek similar approvals. Having signage placed on various windows throughout the building would not be ideal. That being said, it is my understanding that the applicant receives many visitors and needs to be clearly visible to those looking for the office. I've been told of instances where people have mistakenly entered the Chamber of Commerce Offices (fronting Essex Street) seeking the applicant's office, which creates an inconvenience for the Chamber, the applicant, and their clients. The Board can view this application on an individual basis and decide that it is appropriate given the circumstances, or it could ask that an arrangement be worked out between the tenant and the property owner to develop an exterior multi-tenant sign (to be approved by the SRA and DRB) that would list it and other building tenants. Finally, I ask that the Board condition any approval upon the applicant removing any and all extraneous signage being hung in the window (I will provide photos).
