203-209 Essex Street (Hotel Salem): Discussion and vote on proposed cafe permit
(outdoor seating area), signage, and lighting.
SRA Decision
At its meeting on July 12, 2017 the Salem Redevelopment Authority voted
unanimously (4-0) with one abstention to approve the proposed cafe permit
(outdoor seating area) as originally proposed, signage as originally
proposed, and lighting with the condition that it have down lit fixtures in
the rear as recommended by the DRB at 203-209 Essex Street (Hotel
Salem). No action is taken on the proposed temporary banner
Recommendation
At its meeting on June 28, 2017 the Design Review Board voted unanimously (4-0) to
recommend approval of the proposed cafe permit (outdoor seating area), signage, and
lighting at 203-209 Essex Street (Hotel Salem), conditional upon the following:
1. That the four-top and two-top tables of the proposed outdoor seating area be
eliminated so as to "square off' the seating area.
2. That any and all building lighting on the rear elevation of the building is down
lighting.
3. If the temporary sign is to be approved, that it remain on the building for no
longer than ninety days after opening.
Proposal
Enclosed is a cover letter, specification sheets, sign permit application, photos, and a
plan set that covers signage, outdoor seating, lighting, and split systems.
Signage:
The applicant seeks to have three signs, and an additional temporary/seasonal sign:
1. A 29 sf "marquee" sign consisting of brushed stainless steel individual letters
mounted to steel bars that will run horizontally.
2. A 25 sf blade sign mounted on the right side of the storefront system area (when
looking at the building). It will be externally illuminated, made of steel plates, and
mounted with a black painted steel frame. The signage will advertise the hotel
itself, and two dining options.

3. Vinyl signage that will also advertise the hotel and dining options, totaling 8.75 sf.
4. The temporary/seasonal sign will be placed over the vintage painted sign that is
currently on the upper side elevation of the building (facing Washington Street). —
More on this in the staff comments section.
Lighting:
The applicant would like to have string lights in the alley. It has received permission
from the neighboring property owner to connect to his building. Locations of proposed
new light fixtures that will enhance safety/visibility and provide aesthetic up/down
lighting are shown in the plans. Details on fixtures are enclosed.
Outdoor seating:
The proposed outdoor seating area will accommodate up to 35 guests. It will line the
left side of the building (when facing the building), wrap the corner, and extend down the
alley. The plan shows 5' of clearance between the rope and any impediments. The
tables will be teak (36"x36" round and 24" round) with accompanying aluminum chairs.
Black fabric umbrellas will be used (no logo or advertisement), and black rope/posts will
border the area.
Specifications for proposed mountable split a/c systems are enclosed.
Staff Comments:
Currently, the proposed amount of signage exceeds the maximum amount allowed (60
sf). I have calculated a total of 62.75 sf, and therefore asked the applicant to consider
reduction of one or more signs to meet the standard.
The Department of Planning and Community Development is recommending that the
temporary/seasonal signage be denied. The City's Sign Ordinance does not permit
temporary signage and this particular sign exceeds stated height limits.
I will be conferring with the Licensing Board, Board of Health, and the Building
Department regarding the outdoor seating area. I will pass along any comments I
receive from these stakeholders.

1)Exterior Signage: At the front of the building we have approximately 60 Lf.of street frontage on The Essex Street Pedestrian Mall that
provides for 60s.f.of permitted signage. As this is not a single commercial use but rather has three(3)food establishments and a forty-
four(44)Room Hotel it presents a commercial uses challenge. Prior use of the building allowed rear signage as there was a business
entrance located there but the intent of this project is not to have a rear entry but only required egress from the lower level,as all entries
and exits ares intended from the Essex Street frontage.
We propose to locate the hotel marquee sign,The Hotel Salem,over the entrance to the building on Essex Street Pedestrian Mall. The
hotel also features other restaurants and bars;the ground floor restaurant named"Counter"and a cocktail lounge with food service on
the roof,simply named"The Roof". There is also a bar with food service in the lower level named"Under the Counter". A blade sign
with three(of the four)names is proposed for oblique viewing from down the street and include The Hotel Salem,The Roof and Counter.
The lower level also has a bar and food service that will be titled"Under the Counter"for special events and general use when the
weather limits the outdoor facilities on the roof but no exterior signage has been requested due to the 60 s.f.restraint.
2)Exterior Lighting: The intent is to provide new lights in existing locations at the rear of the building with the addition of new lights at
new locations on the front of the building to provide for security and highlight architectural features of the building. We are also
proposing string lights over the alley and have received permission from the adjacent building owner for attachment to the adjacent
structure. As there is constant posting of graffiti on both structures. We believe our activity and lighting will diminish this occurrence.
3)Seasonal Exterior Cafd Seating: We are requesting permission to install outdoor seating in the areas directly adjacent to the
restaurant area on the first floor. The outdoor seating will have 7 square tables(3'x3')&chairs for 4 guests and 4 round tables(2'dia.)
and chairs for 2 guests. Umbrellas may be utilized for the 4 table seating.
4)Temporary Signage:Included in the design package is a seasonal banner that wilt be displayed during times when the seasonal rooftop
restaurant is operational,and for the Grand Opening.
5)Split System Units Mounted in Alley:2 AC Split Systems Unit(41"x 52"x 15"ea)w/sound pressure of 64dB(A)
