Dear Mr. Hood:
I have received your letters dated January 28, 2000 and February 4, 2000 regarding the Home
Depot project located at 50 Traders Way in Salem,Massachusetts. There are several
requirements as described in the Planning Board decision dated March 24, 1999, which have
been addressed in these letters.
The Planning Board accepts your proposal, as stated in your letter of January 28, 2000, that the
following work will be completed in the Spring of 2000:
1. Completion of loam and seed
2. Removal of hay bales and silt fence after grass in established
3. Three Pin Oaks to be planted at front parking area
4. Five Pin Oaks to be planted at rear of building
5. One Western Red Cedar,three Tea Crab Apple and forty shrubs to be planted at truck route
The Home Depot store will be able to obtain a Certificate of Occupancy prior to these items
being completed.
In addition,the Planning Board accepts your proposal, as stated in your letter of February 4,
2000,that Home Depot will install pavement markings on Traders Way and First Street, as
required in the Planning Board decision, once the outdoor temperature is 50 degrees Fahrenheit
and rising. At that time, the Planning Board understands that the light, which was installed at the
intersection of Traders Way and First Street will be taken out of blinking mode. The Home
Depot store will be able to obtain a Certificate of Occupancy prior to these items being
completed, as well.

Finally,the Planning Board decision states that directional signs to the Home Depot Store will be
provided on Swampscott Road to direct patrons into the Home Depot site through Swampscott
Road and Traders Way. It has been initially determined by the City Planner that based on State
Law, any off site signage is considered a billboard and requires approval by the State of
Massachusetts. The Planning Board would appreciate the opportunity to research this issue
father to determine whether it is feasible for the Home Depot store to obtain the necessary
permits for off site signage. The City of Salem will contact you in the future as to whether this
condition can be fulfilled by Home Depot. The Home Depot store will be able to obtain a
Certificate of Occupancy prior to the City's determination as to the feasibility of off site signage.

Dear Ellen,
Here is the proposed sign for Traders Way.As you can see from the attached rendering,the 8'x 8' cabinet at
15' overall height, will not provide sufficient visibility. As you can tell from the presentation,the car that is
visible is a small compact car,with no other traffic in the picture. In the event of heavier traffic flow, and
combined with vans or S.U.V.'s(sports utility vehicle's),the visibility of the sign at 15' overall height would be
diminished or eliminated altogether.
We recommend and request approval for the attached 8'x 8' at 25' overall height due to thoke facts listed
above. The 25' overall height is within code,and we would appreciate your approval of the attached rendering.

3. Planned Unit Development Special Permit
a. As stated in Paragraph B, the height of buildings is not to exceed 30 feet. The Planning
Board agrees to waive this requirement and allow the Home Depot to not exceed a height of
35 feet.
b. As stated in Paragraph D, retail, supermarket, etc. uses shall not exceed 185,000 square
feet. The Planning Board agrees to waive this requirement and allow the Home Depot to
exceed this square footage in the PUD so as to be able to construct the site as shown on the
approved plan.
c. As stated in Paragraph E, the gross floor area ratio of retail uses to industrial uses shall
not exceed .88. The Planning Board agrees to waive this requirement and allow the Home
Depot to excegd this ratio in the PUD so as to be able to construct the site as shown on the
aPProvd&pl
4. Landscaping
a. All landscaping shall be done in accordance with the approved set of plans.
b. Trees shall be a minimum of') %" caliper.
c. Maintenance of landscape vegetation shall be the responsibility of the developer, his
successors or assigns.
d. After such landscaping is completed, the developer will add further landscaping if such is,
requested by the Planning Board or the City Planner.
e. The screening trees currently located on the First Street side of the parcel shall not be
removed or destroyed.
f. The rip-rap slope located adjacent to First Street will be cleaned of debris by Home
Depot. In addition, the rip-rap slope will be maintained by Home Depot.
5. Signage
a. Proposed signage shall be reviewed and approved by the City Planner and the Sign
Review Committee.
b. Directional signs to the Home Depot Store will be provided on Swampscott Road to
direct patrons into the Home Depot site through Swampscott Road and Traders Way. The
directional signs will be located in City of Salem right of way, but will be maintained by
Home Depot. The directional signage shall be reviewed and approved by the City Planner.
6. Lighting
a. Lighting shall be installed as shown on the approved plan.
b. No light shall cast a glare onto adjacent parcels or adjacent rights of way.

Dear Ms. Holderfield:
On November 9, 1999, I performed a site visit to review the 8' x 8', 25' high, free
standing sign proposed for the Traders Way entrance to Home Depot. As a result, I have
concluded that this size sign is inappropriate for this location based on the proximity to
residential properties and the dimension of the Eastern Bank sign which is nearer to Highland
Avenue (Rt. 1 A).
In accordance with Condition#5 (Signage) of the Planning Board's Site Plan Review
Decision for Home Depot dated March 24, 1999, I am denying the request to erect this sign. I
would be happy to entertain an alternative proposal that is more in keeping with the surrounding
free standing signs in this area(e.g. Eastern Bank 6' x 6', 10'6" high).
Please be aware that the building signage for this project has been reviewed and
approved. For your convenience I am enclosing a copy of the City of Salem's sign permit
application and fee schedule for you to complete to obtain the proper permits for erection.
