may grant one or more extensions not to exceed six months each upon written request.
All work authorized by this permit shall conform to the approved application and the approved construction documents for which this permit has been granted.
All construction,alterations and changes of use of any building and structures shall be in compliance with the local zoning by-laws and codes.
This permit shall be displayed in a location clearly visible from access street or road and shall be maintained open for public inspection for the entire duration of the

SRA Decision
At its meeting on June 8, 2016 the SRA voted unanimously (5-0) to approve
the proposal to install signage at 21 Front (Office of Congressman Seth
Moulton).
Recommendation
At its regular meeting on May 25, 2016 the DRB voted unanimously to recommend
approval of the proposed installation of signage at 21 Front Street (Office of
Congressman Seth Moulton) as submitted.
Proposal
The applicant proposes to erect three signs:
1.A 1'thick PVC blade sign above the front entrance on an existing black bracket
2.Two 38" x 12" white vinyl window signs at the two corner windows
3.An 18"x22" white vinyl window sign applied to the door, denoting contact
information.

I have been asked by the Honorable Seth Moulton,U.S.Representative for the 6th
congressional district of Massachusetts,to explain certain protections that are available to
Members of Congress who obtain the use of facilities from nonfederal entities for the purpose of
conducting their official and representational duties. I understand that Congressman Moulton is
seeking the City's approval to hang an office sign over the public sidewalk in front his Salem
district office located at 21 Front Street.
Generally,the United States acts as a self-insurer with respect to its liability for the
tortious acts of its employees when they are acting within the scope of their official duties. See
Federal Tort Claims Act, 28 U.S.C. §§ 1346(b),2401(b),2671-80(2012). Thus, any injury to a
third party or damage to property resulting from the tortious acts or omissions of Congressman
Moulton or his employees in conducting official activities concerning this sign would be covered
under the terms of the Federal Tort Claims Act. Accordingly,please accept this letter in lieu of a
certificate of insurance.
