Same not for voter registration (that an output) but for actual voter participation in the same type of election (local or federal). On the leadership you could ask not how many more residents are serving on boards/commission (that is a output) but rather with a question of do you think you Fare repreented on city hoar commissions. Latin Affairs coordinator... should be the focus of questions asking Latinos if they feel that they are getting better(type you are trying to improve)services . Same thing with small businesses. Such as number of first time buyers, Number of people participate in individual program account for saving for education or buying a house, etc. you should get the idea by now.. Call me if you get stuck coming up with something for a particular program that you want to do and I am sure we can apply some common sense and come up with measurable result. One thing seems to be missing and that is English as a second language... isn't there some organization running a program for neighborhood residents.. outcome is not how many attend the classes but how many pass the proficiency test.. you might pay for someone to watch the kids while the class is going on.. and maybe teach some parenting skills at the same time.
