CITY OF SALEM SIGN PERMIT PROCESS
All exterior signs, awnings, and interior signs that can be seen from the exterior are required to have a City of
Salem Sign Permit before a sign can be fabricated and installed.
Please be aware that in some areas of the city, review by a governing board must take place before a City permit
can be issued. These areas include the Urban Renewal Area(governed by the Salem Redevelopment Authority)
and Local Historic Districts(governed by the Salem Historic Commission).
Please note that it takes roughly three weeks to receive a sign permit and in areas governed by a review board it
may take longer.
Before any sign application can be reviewed,the following material must be submitted with the application:
• Scaled Drawing of Sign(including dimensions) • Method of Lighting
• Color Scheme • Building Frontage(width of building on public
• Letter Style(font) way)
• Letter Size • Photograph of Building(current conditions)
• Method of Attachment • Photograph of Building(with proposed signage)
The Building Inspector may require additional pertinent information to insure compliance with the City of-Salem
Sign Ordinance and any other applicable laws.
Sign Application Fees
There is a twenty-dollar($20) minimum permit fee for each application. If the estimated cost of fabrication and
installation is $2,000 or more, a fee of$10 per $1,000 plus a$5 application fee will be charged. For example, a
$12,000 sign project would have a$125 fee.
Electrical Permit
A licensed electrician must install any sign with ancillary lighting and sign boxes must be UL listed. An Electrical
Permit must be obtained from the City of Salem Electrical Department,48 Lafayette Street, and be submitted with
the sign application before a sign permit will be issued.
Surety Bonds for Signs or Awnings Hung over a Public Way
Any sign or awning hung over a public way or sidewalk shall require a surety bond in the sum of one thousand
dollars ($1,000.00) conditioned to save harmless the City from any claims. This bond must be placed on file in the
City Clerk's office. A copy of such bond must be submitted with the sign application before a sign permit will be
issued. Contact your insurance provider to obtain the surety bond.
Liability Insurance for Portable(A-Frame) Signs
Proof of adequate liability insurance with a minimum limit of$1,000,000.00 for each occurrence must be provided
to the City Clerk and remain in effect for as long as the portable sign is used. The portable sign must be indicated
as being included in the liability coverage. The City, and in the Urban Renewal Areas,the Salem Redevelopment
Authority, must be listed as additional insured(s). A copy of the insurance certificate must be submitted with the
sign application before a sign permit will be issued.

SRA Decision
At its meeting on November 13, 2013, the SRA voted unanimously to approve
the September 25, 2013 DRB recommendation for proposed signage at 43
Church Street (Turner's Seafood). This approval includes the following signs:
• A 42"x42" black and gold leaf blade sign (this is a change from a
previously approved proposal: a larger blade sign with a different color
scheme had been previously approved).
• Four (4) 36"x12" window signs to be placed on the two outermost windows
on each side of the building, and two signs in the center window of each
side of the building's front (this is a change from a previously approved
proposal: six smaller window signs to be placed on all six front windows
had been previously approved).
• A 14"x18" window sign to be placed on the front door's window.
• A 19"x228.4" building sign with pinned black letters across the face of the
building (previously approved by the SRA).
Condition:
• Originally proposed black border around window signage lettering shall be
removed to resemble font represented on all other signage.
DRB Recommendation
At its meeting on October 23, the DRB voted unanimously to approve the applicant's
proposal to hang four (4) flags with historic imagery on the outermost existing
flagpoles on the building's fagade, as shown on imagery in the materials provided.
The other flagpoles will be removed.
The DRB also approved the applicant's proposed changes to previously approved
signage as described in the provided "Statement of Proposal," as well as a new
window sign to be placed on the front door of the building — all of this conditional

Statement of Proposal
Banners
Turner's Seafood requests permission to install four imagery banners as shown in
the requested three dimensional photo and previously discussed at the last Design
Review Board meeting. The banners measure approximately 78" in height with a
top dimension of 30" and a bottom dimension of 20" to reflect the cantor that
exists with the existing flag poles. The bottom of the two interior flags will be
attached to newly installed bottom flag poles matching those that exist on the two
outside pole configurations. Although the exact imagery has yet to be selected, it
will match the style shown in the photo and presented at last month's DRB
meeting. The two inner most unused flag poles will be removed.
Changes to Previously Approved Signage
Turner's Seafood requests the following changes to approved fagade signage at 43
Church St.;
• Change blade sign color scheme from green, white, and brown,
to more historic black and gold leaf.
• Reduce the overall number of window graphic signs from 6 to 4
while slightly increasing their size from 2' 6" by F to 3' by 1 '. If the
windows are numbered from left to right looking at the building with #1
being the left large window on the alley, the graphics will be placed in
windows numbered 1, 3, 6, and 8.
• Add graphic Turner's Seafood with "AT Lyceum Hall" below
to the front door as shown in the enclosed photo. Overall estimated size 14"
by 18".
Square footage limit at 43 Church is length of the building x 1 which is 78.5.
Overall square footage of proposed signage is less than 70' sq feet.
