The DRB also recommended approval of the window decal with the following conditions: • The background shall be a textured translucent screen with dot screen pattern of 75%translucency; • The background shall fill the window; and • The Don Quixote image shall remain solid. The DRB also voted to continue the portable sign proposal to the next meeting. Proposal for November 14 SRA Meeting The revised proposal has not been completed by the time of the SRA mailing. However, it is anticipated the revised proposal will be completed before the SRA meeting. The applicant has decided not to continue with the portable sign portion of the proposal. Proposal for October 24 DRB Meeting The submission includes images of the proposal. The proposal is for a 2' x 3' portable sign to be located on Church Street outside of the Museum Place Mall entrance. In addition to the portable sign, the applicant is proposing a sign for the valence of the metal awning and a window decal. The sign is proposed to be comprised of three panels—two are 6' x 16" and one is 4' x 20". The sign is made of E-panel with black vinyl background and gold vinyl lettering. The window size is 83" x 62". The total size of the decal is 83" x 48". The background portion of the decal is "frosted glass vinyl." The graphic image (the business' logo) is a digital vinyl that is: 35.5" x 24". Staff Comment for October 24 DRB Meeting The portable sign and wall sign comply with City and SRA guidelines. The total window decal obscures 77 percent of the window area. The business logo portion of the decal obscures 17 percent of the window area. SRA guidelines set 20 percent as the limit. The applicant has stated he needs to screen the space behind the window and thus proposes the vinyl film.
