DECISION ON THE PETITION OF ROBERT G. GUESS d/b/a ROMAR TECHNOLOGIES, INC.
(PETITIONER) P. CLAYMAN & SONS, INC. (OWNERS) FOR A_ SPECIAL PERMIT FOR

A hearing on this petition was held Novem�r, '28, 1984 witin-.the following Board
Members present: James Hacker, Chairman; lessrs. , Charnas, Gauthier, Luzinski and
Strout. Notice of the hearing was sent to abutters and others and notices of the
hearing were properly published in the Salem Evening News in accordance with
Massachusetts General Laws Chapter 40A.
Petitioner is requesting a Special Permit to install and operate a precious
metal recovery process in this Industrial district.
The provision of the Salem Zoning Ordinance which is applicable to this request
for a Special Permit is Section V B 10, which provides as follows:
Notwithstanding anything to the contrary appearing
in his Ordinance, the Board of Appeal may, in
accordance with the procedure and conditions set
forth in Section VIII F and IX D, grant Special Permits
for alterations and reconstruction of nonconforming
structures, and for changes, enlargement, extension or
expansion of nonconforming lots, land, structures,
and uses, provided, however, that such change, extension
enlargement or expansion shall not be substantially more
detrimental than the existing nonconforming use to the
neighborhood.
In more general terms, this Board is, when reviewing Special Permit requests,
guided by the rule that a Special Permit request may be granted upon a finding
by the Board that the grant of the Special Permit will promote the public health,
safety, convenience and welfare of the city' s inhabitants.
The Board of Appeal, after hearing the evidence presented and after viewing the
plans, makes the following findings of fact:
1 . Pio neighborhood opposition was present at the hearing;
2. The City Planner was in favor of the project;
3. Fire Department was in favor as long as certain conditions were met.
On the basis of the above findings of fact, and on the evidence presented at the
hearing, the Board of Appeal concludes as follows:
1 . The relief requested will not substantially derogate from nor
nullify the intent or purpose of the Zoning Ordinance;
2. The relief requested will not be a substantial detriment to the
public good.

Therefore, the Zoning Board of Appealby a .vote of four in favor, one opposed,
granted the Special Permit requested provided that:

of/by the South Essex Sewerage District.
;. To operate and maintain any waste pretreatment facilities, as may be required
as a condition of the acceptance into the publlc .sewer of the wastes involved, in an
efficent manner at all times; and at no expense to the community or the South Essex
Sewerage District.
No permit Is transferable, and a new user of an already existing facility must file
for a new permit.

SEWER DISCHARGE PERMIT
Please furnish the following information:
1 . A plan of the property showing accurately all sewers and drains now
existing, and attach as Exhibit "A",
2. Plans and specifications covering any work proposed that will modify
Exhibit "A" and attach as Exhibit "B",
3. A complete schedule of all process waste flows produced or expected to
be produced at said property, including the waste water constituents
and characteristics the daily volume and maximum rates of discharge,
and attach as Exhibit "C".
The above plans (Exhibits "A" b "B") and schedule (Exhibit "C") will be approved
with the conditions noted below.
The approval will be based on existing information and accepted practice and will
be revoked if inspection or sampling reveals that information shown in Exhibits "A",
"B", or "C" was misrepresented or has been modified without a new application.
Also, approval will not remove from the Applicant the responsibilty of meeting
any future treatment and/or monitoring requirements that may be imposed.

Dear Mr. Auge:
Thanks again for taking time to review my plans for locating Romar Technologies,
Inc. at 12 Goodhue
Street in Salem, for recovering silver from photographic
wastes.
Welan to renovate enovate the old boiler room at this location to make it suitable
and attractive for our use. After cleaning and restoring the building, we will
first install our process facilities and get into operation. We are targeting
for the end of January to be set up in business.
Later next Spring, we plan to build offices, a laboratory and workshop space
to make the site our business headquarters for Romar Technologies. We want to
improve the outside appearance and create a truly attractive facility for our
company and for the community as well.
As I mentioned, we will be collecting silver containing, spent photographic
solutions from all the various business locations generating such materials.
Hospitals, photo finishers, one-hour labs, radiology clinics, printers, pub-
lishers, typesetters, etc. are all potential sources for these solutions.
Our aim is to install and operate a responsible and competent process that will
remove virtually 100% of the silver from these various solutions. A three
stage, batch operated process will be used that includes a final fixed-bed
treatment that removes any final trace of silver.
The effluent from this last stage will have a pH in the range of 7 to 9, will
be lukewarm in temperature, and will contain well below 1 ppm of silver.
The effluent will still contain the spent photographic chemicals used in the
photo-developer and fixer processes. I have listed those photographic chemical
components I believe will be present on the attached sheet. Due to various
dilutions in their use and intermixing in my process, I have no way to estimate
their actual concentrations.
To the best of my knowledge, neither the EPA nor other research groups have
found any reason for concern about this group of compounds going into a
P.O.T.W. system. As long as the silver is removed effectively, the residual
liquids have been deemed safe for this method of disposal.
I am attaching copies of my plannea floor plan for using the building, along
with a diagram of existing sewer lines and a schematic of my proposed tie-ins
to the system.
